Management of Customs Procedures

Description

On this course, students will become familiar with the objectives, structure and requirements of customs procedures, namely Import, Export and Special procedures, including controls, post-clearance checks and audits. Private sector students will learn how to manage their interaction with Customs so as to minimise cost, delay and risk. Public sector students will study the best means of applying procedures so that risk management is balanced with facilitation of trade. The study methods will include discussion of case studies, illustrative examples, practical tasks and submission of a detailed research report.

Aim of the course

To provide students with knowledge about customs procedures and the challenges they pose, to ensure that students know customs procedure management systems and are able to evaluate the costs and benefits of using alternative procedures.

Prerequisites

Basic knowledge of public administration.

Course content

1. The strategic use of customs controls – objectives and effects. 2. International use of customs procedures – similarities and variations. 3. Customs risk – definition and management strategies. 4. Customs procedures and their relationship with the supply chain. 5. Customs control structures, methods and purposes. 6. Control of transactions: - in advance; - at the time of movement; - post-clearance. 7. Case studies in Import, Export, Special Procedures. 8. Customs procedures and Status of goods – Origin. 9. Record keeping structures and practices. 10. Inclusion of customs issues in corporate planning. 11. Designing effective checks and controls- use of data. 12. Solving problems using customs procedures. 13. Roles in customs- requirements and preparation/training; Continuous learning opportunities.

Assesment Criteria

1. The objectives of customs procedures, risk management, the importance of customs procedures for economic development and foreign relations are described. 2. Knowledge of the use and main features of customs procedures acquired. 3. Adapted methods used by customs administrations to manage customs procedures. 4. The supply chain options have been assessed in the light of the applicable customs procedures. 5. Practical examples of harmonization of company structure and customs procedures have been analyzed, and solutions to existing problems have been proposed. 6. Completed customs research report. 7. A case study report was prepared and the results presented.
