Viešųjų paslaugų privatizavimas: Vilniaus ir Kauno miestų atvejis

Pastaruoju metu, visą pasaulį krečiant ekonominei krizei, Lietuvos Savivaldybės vis labiau klimpsta į skolas. Jas slegia ne tik ekonominiu pakilimu paimti kreditai, bet ir sunkmečiu nesurenkamos pajamos į valstybės biudžetą, o biudžeto „skyles“ siekiama lopyti vis brangesnėmis paskolomis. Vilniaus savivaldybė – viena labiausiai prasiskolinusių Lietuvoje, turinti daugiau nei 200 mln. litų paskolų, neatsilieka ir Kaunas, turintis per 150 mln. litų skolų ne tik bankams, bet ir paslaugų tiekėjams, kelininkams, savivaldybių įmonėms. Todėl vis daugiau kritikos sulaukia mūsų valstybės viešojo sektoriaus valdymo sistema Paslaugų privatizavimas tampa išeitimi bandant sumažinti savivaldybių skolų naštą. Viešųjų paslaugų privatizavimo sąvoka Lietuvoje yra pakankamai nauja, tai daugiau akademinis, rečiau publicistinis terminas, praktikoje taikoma viešųjų paslaugų pirkimų sąvoka, taip pat dažniausiai vartojama viešosios- privačios partnerystės, (VPP), arba viešojo- privataus sektoriaus partnerystės (VPSP) sąvokos tam pačiam procesui apibūdinti. Pirmojoje darbo dalyje aptariama Viešųjų paslaugų privatizavimo sąvoka, kuri siauriausia prasme išreiškia valstybės valdomo turto perdavimą į privataus sektoriaus rankas, plačiąja- apima įvairias viešojo ir privataus sektoriaus bendradarbiavimo formas, kuomet valstybė atlieka tik užsakovo vaidmenį, o privatus sektorius- vykdytojo. Antrojoje dalyje analizuojamas privatizavimas viešojo administravimo reformų kontekste, kaip privatizavimas pritapo pasaulyje, skirtingose ir įvairias viešojo administravimo tradicijas turinčiose šalyse. Taip pat nagrinėjamas paslaugų privatizavimo procesas savivaldybėse. Trečia dalis skirta privatizavimo procesams Lietuvoje išstudijuoti, žvelgiant į istorinę patirtį, kaip viešojo sektoriaus privatizavimo idėjos prigijo politikų tarpe, aptariamas privatizavimo procesų teisinis reglamentavimas. Ketvirta dalis skirta praktiniam teorinės dalies pagrindimui, analizuojant Viešųjų paslaugų teikimą dvejose didžiausiose Lietuvos savivaldybėse- Vilniaus ir Kauno miesto.
The events of the past year and a half have reshaped the world’s economy, and Lithuanian municipalities increasingly go into debts. They are depressed not only the credits they used to take easy even before crisis, but the recession and the big hole in municipalities’ budgets. For example, Vilnius municipality have more than 200 million LTL in debt, and Kaunas municipality has 150 million LTL debt. Public service management gets lots of criticism, and privatisation is seen a way out of when trying to burden of municipal debt. Privatisation must be seen as a continuum of public and private mixes, with varying degrees of involvement and exposure to risks by the two sectors. More properly known as ‘private sector participation’ (PSP) or, as will be used in the first chapter, ‘public-private partnerships’ (PPP’s), these institutional arrangements are nevertheless a form of privatisation. The second part analyses privatisation process in public sector reforms that started a few decades ago in western world. In the third part devoted to the privatisation process in Lithuania to study, looking at historical experience.The fourth part is devoted to the practical part of the theoretical justification, the analysis of public services in the two largest Lithuanian municipalities- Vilnius and Kaunas
