Kinijos švelnioji galia: Vilniaus universiteto Konfucijaus instituto atvejis

Kinija kviečia pasaulio gyventojus vartoti daugiau jos kultūros, o ne tik gamintojų produkcijos. Pokyčiai tarptautiniuose santykiuose lėmė atitinkamus užsienio politikos priemonių ir tikslų pasikeitimus. Globaliai gera reputacija, pelnyta per sukurtą įvaizdį, tapo svarbiau už teritorijas ir žaliavas. Ilgalaikių užduočių vykdymui tinkamiausiais viešosios diplomatijos įrankiais tapo kultūrinė diplomatija, tarptautiniai mainai. Nors užsienio mokslinėje literatūroje egzistuoja nemažai studijų, kuriose analizuojamos Konfucijaus instituto veiklos, Lietuvoje tokių tyrimų iki šiol dar nėra. Šiame darbe nagrinėjama Kinijos švelniosios galios sklaida Vilniaus universiteto Konfucijaus instituto vykdomose veiklose. Siekiama išanalizuoti Kinijos viešąją diplomatiją per jos instrumentą – Vilniaus universiteto Konfucijaus institutą, todėl išsikelti uždaviniai: paaiškinti švelniosios galios ir viešosios diplomatijos sąvokas; išanalizuoti švelniosios galios ištakas Kinijos istoriniame ir kultūriniame kontekste; išnagrinėti teorines įžvalgas, apibrėžiančias Kinijos švelniąją galią ir viešąją diplomatiją; pasitelkiant VU KI atvejo analizę, išanalizuoti Kinijos vykdomos švelniosios galios veikimo principus Lietuvoje per informacijos skleidėjus ir gavėjus. Darbo rezultatai parodė, jog Konfucijaus institutas yra Kinijos švelniąją galią vykdanti viešosios diplomatijos organizacija Lietuvoje, o kultūrinė diplomatija – dominuojantis veiksnys. KI kūrimo tikslas iš skirtingų šalių pozicijų yra skirtingas, nors persikloja didele dalimi. Išsiaiškinta, kad orientuojamasi į politiškai neutralias temas. Tik nedidelė studentų dalis pripažįsta, jog institutas – švelniosios galios įrankis. Kinijai valdyti švelniąją galią gana sudėtinga vietos kontekste, nes pilietinė visuomenė kritiškai nusiteikusi jos politinės ideologijos atžvilgiu. Iš kitos pusės, respondentai paveikūs kultūrinei diplomatijai, dauguma teikia prioritetą pramoginiams renginiams, noriai gilinasi į tradicinį kultūrinį paveldą. Vilniaus universiteto Konfucijaus institutas naudingas tiek Kinijai, tiek Lietuvai, tik skirtingais aspektais. Atsižvelgiant į veiksmų spektrą, kuris įgalina švelniąją galią, Vilniaus universiteto Konfucijaus institutas lieka traukos lygmenyje, tačiau dar nepasiektas kooptacijos lygmuo. Tai reiškia, kad Kinijos švelnioji galia padidėjo šioje srityje, nes pritraukiama žmonių, lankytojų, studentų, bet ji vis dar nėra pajėgi įtikinti vietinius žmones elgtis taip, kaip tikimasi, tuo pačiu pasiduoti įtaigai. Todėl Vilniaus universiteto Konfucijaus institutu kaip viešosios diplomatijos įrankiu švelnioji galia atlieka nedidelį poveikį.
China invites the world's population to consume more of its culture, and not just manufacturers’ production. Changes in international relations has led to corresponding foreign policy instruments and objectives change. Good reputation, earned through the development of the image, globally has become more important than territory, raw materials. The most appropriate long–term tasks of public diplomacy tools have become cultural diplomacy, international exchanges. Although there are studies that analyze the activities of Confucius Institute in foreign scientific literature, Lithuania has no such studies up to date yet. Thus, the object of this research is China's soft power dissipation through Vilnius University Confucius Institute activities. The main purpose is to analyze China's public diplomacy by its instrument – Vilnius University Confucius Institute. The following tasks are raised in order to achieve this goal: to explain the concepts of soft power and public diplomacy; to analyze the origins of China's soft power in the historical and cultural context; to examine theoretical insights, defining China's soft power and public diplomacy; to analyze China's soft power carried out in Lithuania from the perspective of information senders’ side and information receivers’ side in the case study. The analysis revealed that Confucius Institute is public diplomacy organization in Lithuania performing China's soft power and cultural diplomacy appears as the dominant factor. From the positions of different countries the purpose of institute is contrasting, although overlaps to large extent. In respect of politics, Confucius Institute activities rather focuses on neutral topics. Only a small part of students agree that Institute is a tool of soft power. Its quite complex for China's soft power to manage at the local context, since civil society is critical about its political ideology. On the other hand, the respondents are affected by cultural diplomacy, the majority gives priority to entertainment events, willingly delves into traditional culture heritage. Institute is beneficial both to China and Lithuania, but in different ways. Given the range of actions that enables soft power, Vilnius University Confucius Institute remains at attraction level, but has not reached the level of co-optation yet. This means that China's soft power has increased in this area by attracting the audience, but it is still not able to convince the local people to behave as its expected or to devote to it. Therefore, Vilnius University Confucius Institute as a public diplomacy tool of China’s soft power has a minor impact.
