The EU’s Involvement in International Crisis Management: the Case of Bosnia and Herzegovina and Libya

This paper examines EU crisis management capabilities in international conflicts, in the case of Bosnia and Herzegovina and Libya. In this paper a leading consideration is taken for examination of the EU’s capacity in international crisis management and prevention in particular places, the missions in Bosnia and Libya are main objects of this research. Crisis management has become a novel border for the functions of the EU. It is a key element of the EU’s Common Security and Defence Policy (CSDP) that encompasses the complex of policy tools eligible for the wide approach of the Common Foreign and Security Policy (CFSP).The EU desires to be an associated and effective international actor to “preserve its basic interests and values”, promote its leading political aims and preclude crisis or assist to reform the stability. A rapid growth of the local crisis in newly independent countries encouraged the EU to create and formulate its crisis management mechanisms. Questions about how the EU sufficiently manage crisis management and what are main successes are on debate among the political groups. These cases, Bosnia and Libya are chosen to illustrate the EU crisis management instruments and make an assessment over these activities. Because, BiH is a country which is included among the European countries and interests of the EU’s foreign and security policy and the EU is interested in participate in the resolution of the conflict in this country. Second case, Libya appears only a country of Arab Spring resolution where the EU mission was launched. For that reason, it is very important and interesting to analyze EU’s response and reaction towards the conflict in the light of the mission in Libya. The main aim of this paper is to analyze and compare the EU’s crisis management capabilities in BiH and Libya in the light of historical institutionalism and within historical perspective. In order to articulate the main aim of the work, the following objectives are determined: to provide the theoretical background of historical institutionalism; to analyze the EU’s foreign policy and involvement in international crisis management within historical perspective; to examine and compare different roles of EU Institutions in crisis management; to explain reasons for the EU’s launching the military mission in BiH and border assistance mission in Libya; to compare different aspects of implementation of EU’s missions in BiH and Libya. The analysis of the key documents and treaties and evaluation of the particular missions revealed that the EU is not a powerful actor in international crisis resolution and need more development and certain important decisions to improve crisis management policy. Nevertheless, the context is gaining more attention in contemporary politics and manifold resolution suggestion proposed by the member states and the EU institutions.
Šiame dokumente yra nagrinėjami ES krizių valdymo pajėgumai tarptautinių konfliktų aspektu Bosnijos ir Hercegovinos ir Libijos atvejų kontekste. Šiame darbe yra analizuojami ES pajėgumai tarptautinėse krizių valdymo misijose ir operacijose ir prevencijų strategijos Bosnijoje ir Libijoje atvejų kontekste. Tai yra pagrindinis šio tyrimo objektas. ES krizių valdymas tapo sienos apsaugos užtikrinimo funkcija. ES pagrindinis elementas yra bendra saugumo ir gynybos politika (BSGP), kuri apima politikos priemones, atitinkančias plataus požiūrio bei bendros užsienio ir saugumo politikos (BUSP) kompleksą. ES nori būti svarbi ir veiksminga tarptautinė veikėja, "išsaugoti” savo pagrindinius interesus ir vertybes, skatinti siekti užsibrėžtų politinių tikslų ir stabilizuoti krizinius konfliktus. Spartus krizės ir konfliktų augimas naujose ir nepriklausomose regiono šalyse paskatino ES kurti ir formuluoti savo krizių valdymo mechanizmus. Aktualus klausimas yra tai, ar ES pakankamai geba suvaldyti krizes ir kokie yra šios srities pagrindiniai laimėjimai. Tai tapo diskusijų objektu. Šis aspektas, Bosnijos ir Libijos kontekste, pasirinktas siekiant parodyti ES krizių valdymo priemones bei siekiama atsakyti į klausimą per ES veiklos minėtuose atvejuose įvertinimą. Bosnijos ir Hercegovinos atvejis atspindi skirtingus Europos šalių interesus ir ES užsienio ir saugumo politikos klausimus bei tai kaip ES yra suinteresuota dalyvauti šių šalių konfliktų suvaldymo prevencijoje. Antruoju atveju, Libija atrodo yra reikšminga tik Arabų pavasario kontekste, po kurio buvo pradėta ES misija šioje šalyje. Vienas iš svarbiausių šio tyrimo tikslų yra palyginti bei išanalizuoti ES krizių valdymo pajėgumus Bosnijoje ir Hercegovinoje, taip pat ir Libijoje remiantis istorinio institucionalizmo teorine perspektyva. Darbe yra iškeliami šie uždaviniai: pateikti teorinio lygmens analizę, nagrinėjant istorinio institutionalizmo teorinę prieigą; išanalizuoti ES užsienio politiką ir ES įsitraukimą į tarptautinio lygmens krizių valdymą iš istorinės perspektyvos aspekto. Išnagrinėti ir palyginti ES institucijų krizių valdymo strategijų skirtingus vaidmenis; atskleisti priežastis dėl kurių ES pradėjo karinę misiją Bosnijoje ir Hercegovinoje bei dėl pradėtos pagalbos misijos Libijoje; palyginti skirtingus aspektus įgyvendinant ES misijas Bosnijoje ir Hercegovinoje bei Libijoje. Remiantis pagrindinių dokumentų ir sutarčių analize ir vertinimu buvo atskleista, kad ES nėra “svarbus aktorius” tarptautinių krizių sprendimo srityje ir reikia daugiau plėtros priemonių, priimant tam tikrus svarbius sprendimus bei siekiant pagerinti krizių valdymo politiką.
