Vystomojo bendradarbiavimo organizavimas Europos Sąjungoje: Lietuvos atvejis

XXI amžiuje demokratinės gerovės valstybės sunkiai įsivaizduojamos besirūpinančios tik nacionaliniais ekonominio, socialinio vystymosi reikalais ir nedalyvaujančios lygiagrečiuose globaliuose procesuose. Didėjantis skirtumas tarp besivystančių ir išsivysčiusių šalių bei vykstantys konfliktai įpareigoja išsivysčiusias šalis formuojant užsienio politikas skirti daugiau dėmesio mažiau išsivysčiusioms šalims, organizuoti ir teikti paramą. Lietuva prieš beveik du dešimtmečius atkūrusi nepriklausomybę ir naudojusis tokia parama savo demokratinei santvarkai atkurti, šiandien pati teikia pagalbą besivystančioms šalims. Šio darbo objektu ir buvo pasirinkta Lietuvos, kaip integralios Europos Sąjungos vystomojo bendradarbiavimo politikos sistemos narės, nacionalinė vystomojo bendradarbiavimo politika ir jos tikslų įgyvendinimas organizuojant paramą vystymuisi. Užsibrėžus tikslą išanalizuoti Lietuvos vystomojo bendradarbiavimo politiką ir jos tikslų įgyvendinimą organizuojant paramą vystymuisi Europos Sąjungos vystomojo bendradarbiavimo politikos kontekste, buvo išsikelti uždaviniai, vedantys į gilesnę analizę - išstudijuoti Europos Sąjungos ir Lietuvos vystomojo bendradarbiavimo politiką ir jos organizavimą, išanalizuoti paramos vystymuisi organizavimą Lietuvoje ir juo siekiamus tikslus, atrasti pagrindines problemas bei apibendrinti Lietuvos paramą vystymuisi organizuojančių institucijų ir nevyriausybinių organizacijų praktikas ir patirtis siekiant vystomojo bendradarbiavimo tikslų. Išanalizavus antrinius (teisės aktus, oficialius pranešimus, rekomendacijas) bei pirminius (pusiau struktūruoto kokybinio interviu metu surinktus duomenis apklausiant Lietuvos paramą vystymuisi organizuojančių institucijų ir nevyriausybinių organizacijų specialistus ir atstovus) buvo prieita tokių išvadų: • Lietuva dar tik kaupia vystomojo bendradarbiavimo patirtis, išbando savo sukurtas struktūras, formuoja paramos vystymuisi organizavimo praktikas; • Lietuvos teikiamos paramos mastai yra ganėtinai maži, todėl sunku apčiuopiamiau įtakoti valstybių partnerių vystymąsi. Vykdomos politikos efektyvumą smukdo ir žemas visuomenės pritarimas jos tikslams; • Lietuvos vystomojo bendradarbiavimo institucijų ryšiai su kitais politiką įgyvendinančiais aktoriais yra silpni; • ateityje laukia vystomojo bendradarbiavimo tikslų peržiūra, perorientavimas į kitus regionus. Darbo pabaigoje pateikiamos rekomendacijos, kaip galima spręsti iškylančias problemas organizuojant paramą vystymuisi ir siekiant pagrindinių jos tikslų.
This study is written in order to analyze the policy of development cooperation in the European Union and the organization of Lithuanian development cooperation while implementing its goals. For deeper analysis and to reach the goal the following tasks have been set: • To analyze the policy of European Union development cooperation and its implementation; • To analyze the system of Lithuanian development cooperation and to measure Lithuania’s contribution to EU policy; • To study the organization of development assistance in Lithuania and its main objectives; • To identify the main problems that are caused while implementing development assistance and to find the tools to solve them; • To summarize practices and experiences of non-governmental organizations and other institutions that are seeking for development goals and implementing development cooperation. The study contains the preface, four main parts, conclusions and recommendations. The first section analyzes the concept of Human development, introduces its aims and tolls. The concept is chosen as a start point while speaking about development cooperation which is an instrument to implement the goals of Human development. The second one defines the international aid, analyzes the EU, as the partner and the leader of development cooperation in the world. The third section introduces the history of Lithuania, being country, who received development aid just a while ago and now being a part of international donors’ community, providing help to others countries. The fourth part represents a research, which illustrates the ways Lithuanian model of development cooperation is working and which problems are being faced. The main conclusions that were drawn according to the analysis and research results: • Lithuania is very young donor – country, so she is just trying whether it’s system works efficiently; • Lithuania cannot provide large amounts of money, the projects that are being implemented usually are of a small extent; the communication between NGOs and responsible institutions are poor; • In the nearest future Lithuania will have to review its Development goals and priorities.
