Abstract
Miškai vis daugiau vertinami socialiniu požiūriu, todėl pasaulyje vis plačiau analizuojami klausimai apie miškus urbanizuotose teritorijose. Lietuvoje apie miestų ir priemiesčių miškus, kurie svarbūs socialiniu požiūriu, mokslinių žinių trūksta. Šiame darbe keliamas tikslas, kuriuo siekiama atlikti miestų ir priemiesčių miškų tvarkymo problemų analizę. Tikslui pasiekti buvo naudotas kokybinis tyrimo metodas. Atlikus tyrimus buvo atskleistos miestų ir priemiesčių miškų (MPM) tvarkymo problemos, kurios buvo sugrupuotos pagal tokias tematikas: administracinės problemos; politinės ir teisinės; ekonominės; aplinkosauginės; socialinės problemos. Buvo nustatyta, svarbiausios MPM tvarkymo problemos yra ekonominės, nes veikla iš esmės priklauso nuo biudžete numatytų lėšų dydžio. Svarbiausios administracinės problemos yra specialistų trūkumas ir nebaigti kadastriniai matavimai, todėl yra miškų, kurių valdytojas nėra aiškus. Nesureguliuota teisinė bazė, prieštaravimai tarp teisės aktų, netikslingi politiniai sprendimai priskirtini prie svarbiausių politinių ir teisinių problemų grupės. Socialinių problemų grupėje svarbiausia yra visuomenės sąmoningumo trūkumo, įsitraukiant į MPM sprendimų priėmimo ir valdymo procesą, problema. Kaip pagrindinę aplinkosauginę problemą galima išskirti neapibrėžtas priemones rekreacinės apkrovos neigiamam poveikiui miško ekosistemose mažinti. Svarbiausioms MPM problemoms spręsti buvo pasiūlytos strateginės sprendimų priemonės. Svarbiausioms miestų ir priemiesčių miškų identifikuotoms problemoms darbe buvo pateiktos jų sprendimo rekomendacijos.
Issues concerning forests in urban areas are becoming increasingly more important as forests become more and more valued socially. In Lithuania, scientific knowledge on urban and suburban forests, which are important socially, is limited. Analysis of the urban and suburban forest management problems formed the basis of this study. In order to achieve the aim of the study qualitative research method was employed. Studies revealed the urban and suburban forests (MPM) management problems, which were grouped under the following topics: administrative problems; political and legal; economic; environmental; social problems. The findings showed that the most important MPM management problems are economic, because the activities are largely dependent on the size of the budgeted funds. The main administrative problems were identified to be the lack of specialists and incomplete cadastral measurements from what it follows that the owners of some forest are unknown. Unregulated legal framework, conflicts between laws, inappropriate political decisions are attributed to the most important in the group of political and legal problems. In the group of social problems the most important problem is the lack of public awareness what limits engagement in MPM management decision-making process. As the main environmental problem unspecified measures meant to reduce negative impact of the recreational load on forest ecosystems can be identified. To solve MPM key problems strategic decision tools were proposed. To solve major urban and suburban forests related problems recommendations were prepared.
