Šio straipsnio tyrimo tikslas – įvertinti urbanizuotų teritorijų žemės konsolidacijos (sklypų pertvarkymo) poreikį ir galimybes. Straipsnyje pateikta užsienio šalių urbanizuotų teritorijų žemės konsolidacijos proceso analizė ir pagrindiniai atliktos ekspertų apklausos rezultatai. Nustatyta, kad užsienio šalyse žemės sklypų pertvarkymas atliekamas skirtingais būdais: savanoriškai, priverstinai arba yra taikomi keli žemės konsolidacijos būdai. Šalys renkasi būdus ir metodus, labiausiai atitinkančius konkrečios šalies ir netgi pertvarkomos teritorijos situaciją. Lietuvoje galėtų būti taikomi keli būdai. Apklausoje dalyvavusiųjų ekspertų nuomone Lietuvos urbanizuotose teritorijose šiuo metu taikomi žemės sklypų pertvarkymo būdai nėra pakankami, juos siūloma papildyti žemės konsolidacija, kuri šiuo metu vykdoma tik kaimo vietovėse. 43 proc. visų ekspertų mano, jog tai būtina. Tikslinga atlikti detalesnį šio proceso pagrindimą.
The aim of this article is to assess the need and possibilities for land consolidation (land readjustment) in urban areas. The article presents an analysis of the land consolidation process in foreign countries and the main results of an expert survey. It has been established that land consolidation in foreign countries is carried out in different ways: voluntarily, forcibly or in several ways. The parties choose the methods and techniques that best suit the situation of the particular country and even the area itself being restructured. Several methods could be used in Lithuania. According to the experts who participated in the survey, the methods of land readjustment currently used in urban areas of Lithuania are not sufficient, they are proposed to be supplemented by land consolidation, which is currently carried out only in rural areas. 43 percent all experts consider it „necessary“. It is appropriate to provide a more detailed justification for this process.
