Organisation of social aid for people as a function of local communities

Abstract

The article analyses the role of local communities when providing social aid that is partially different from social services provided by formal government institutions. The results of the research in managerial actions of such social aid, which would make local communities function qualitatively in a different way, are presented. Qualitative and quantitative researches were performed in Lithuanian towns and villages. The respondents assessed communal initiatives and analysed the managerial actions that could stimulate the appearance and functioning of initiatives. Therefore, the author suggests naming a local community with an abundance of initiatives a functional local community
