Įgyvendinant neuniversitetinio aukštojo mokslo reformą, tenka spręsti nemaža sudėtingų problemų, tarp kurių paminėtinas naujų, aukštojo mokslo reikalavimus atitinkančių, studijų programų rengimas. Neuniversitetinė studijų programa detalizuoja, išskleidžia, apibiėžia ir numato tai, kuo konkreti mokymo įstaiga, remdamasi savo patirtimi, specifika, turimomis teorinėmis ir praktinėmis inovacijomis, sociokultūriniais, ekonominiais pokyčiais, laiko tikslinga pildyti konkrečios profesijos mokymo standartą. Reformuojant neuniversitetinių studijų programas, būtina atsižvelgti į daugelį veiksnių ir reikalavimų, tarp jų ir į studijuojančiųjų bei socialinių partnerių požiūrius į profesines kvalifikacijas, veiklos sritis
One of the tasks in implementation of a non - university higher education reform is to work out the requirements for the higher education in line with the programs of studies. Non-university programs of studies are based upon the final aim, i.e. on professional qualifications being obtained. Their analysis is the first stage of the reform of the content of vocational training. Very important among others is the attitude of social partners in the vocational training. Šiauliai Technical College, while preparing the program for non-university accounting studies, has investigated the attitude of social partners on the whole of the knowledge, abilities and skills, necessary for accountant’s profession as well as the opinions of the students about quality of the studies. The results of such investigation disclosed some trends to be taken into consideration when preparing the non-university programs of studies, making the process of studies more efficient, creating an optimal basis for the studies and raising lecturers’ qualification.
