It presents an overview of how the design of the qualification framework, and associated acquisition, assessment and recognition processes are affected by: the predominance of low qualification labour force; low employment quality balance; the risk of quantitative and qualitative loss of human resources as a result of emigration; consequent shortages of skilled labour; and European integration of product and labour markets.

Based on the analysis of demographic statistics and regression analysis, there is presented an impact of demographic aging on economic indicators: level of participation in the labor market, employment and growth of labor force, savings and health expenditure. Level of participation in the labor market, employment and growth of labor force are reduced and health costs are increased by the growing aging population of EU, US, China, and the world. There was no significant effect on the growth of foreign direct investment.
