A report, as one of the most widely spread document forms in the official communication, is analysed in the article integrated, and it is considered as a text entity. Generally, there are three types of reports: administrative, juridical, and diplomatic. ALT reports get closer to the administrative type, although they have particular peculiarities. Some of them are formal, others are more meaningful and revealing the recording of Lithuanian migrants' activity and the particularity of their objective language. A report reveals a congress process, texts of participant lists, texts of direction announcements and texts of resolution are given in its annex. Front language peculiarities there could be verb usage in the past tense mentioned. It can be connected with the established order to read the report and confirm it during the congress, that is the previous congress report. In texts, abbreviations are used widely, and they are declined. Such abbreviations are names of organizations, names, and local names.

Bielskis, former Honorary Consul General of Lithuania in Los Angeles, about the little-known American Lithuanian Balys Pranas Mastauskas/Frank Mast (1889–1961) enabled them to be published by briefly presenting this active character. His greatest contribution was from 1918 to 1919, seeking recognition of the Lithuanian state in Washington and Paris, working in Switzerland. From 1919 to 1923 he assisted Lithuanian representatives in the USA. Has had extensive contacts in US political circles. Later, while living in Chicago, he was an active expatriate, attorney and lecturer at Loyola University. Belonging to the Lithuanian Catholic ideological group in the United States, he was close to the Lithuanian politicians for Christian democrats, and was more bold in criticizing the politicians of other currents, especially nationalists. J. J. Bielskis records, briefly, the major achievements of B. P. Mastauskas in political-social activities, reveals his character, his personal traits, his talent for connecting with people in need, and points out that Mastauskas was honest, dutiful and hard-working. Mr. Bielskis did not question his patriotism.

Kosciuška is a Belarusian nobleman but from the GDL while Lithuanian historians from the USA are of the opinion that T. Kosciuška is either Lithuanian or a Belarusian nobleman of Lithuanian descent from the GDL. Unfortunately, it should be stated that the number of Lithuanian historians’ works, devoted to T. Kosciuška’s biography, his activity and relations with Lithuania, is regrettably and unforgettably low; we lag behind not only the Polish but also Belarusian historians in terms of researches conducted and scientific results published concerning the above mentioned issues.

However, we do not possess exact data concerning their number; we are only aware of the fact that in four cases medals were not accepted. Lithuania’s representatives in the USA Bronius K. Balutis, Povilas Žadeikis, Mikas Bagdonas, P. Daužvardis, Antanas Kalvaitis, Jonas Budrys very carefully made the lists of the candidates for awards, took into consideration proposals of various organizations and individual activists, collaborated with candidates themselves to make sure whether they were willing to accept decorations, and made appropriate recommendations to the Lithuanian authorities. However, this did not prevent from some cases of dissatisfaction and misunderstandings among Lithuanian emigrants in America either because of candidates appointed or the degree of decoration. Lithuanian representatives tried to avoid such misunderstandings which could have deepened the opposition between emigrants, on the one hand, and Lithuanian authorities, on the other hand, as well among American Lithuanians themselves. To sum up, the above discussed policy of awarding Orders and medals could be viewed positively; activist who propagated Lithuanian culture and social life were remembered and evaluated; as a result, they became stronger supporters and defenders of Lithuania.
