The use of personnel marketing will allow to solve these problems, as well as to determine ways of calculating the qualitative and quantitative need for personnel. Personnel marketing will promote the inflow of qualitative and highly professional human resources in the housing and communal sphere, contribute to the creation of optimal working conditions that increase the production activity, form the conditions of motivation for employees, and a new view of labor in the housing and communal sphere. The key area in personnel marketing is to determine the quantitative and qualitative need for personnel. The article provides basic methods for calculating the need. Knowledge of this indicator will allow the organization to correctly calculate the cost of acquisition and further use of personnel, determine the optimal way and sources to cover the needs. Based on the studied data the system of external and internal tools for personnel marketing that can improve the performance of enterprises of housing and communal services and create an attractive image for potential employees of the industry is also developed.

The purpose of the article is to develop a methodology for assessing the security of the banking sector in a crisis. Security is relevant for the banking sector as entrepreneurship. The scientific work proposes a methodical support. The sequential stages of evaluation are identified, such as the formation of a set of indices; determination of characteristic values of indices; normalization of indices; determination of weighting coefficients; calculation of the complex indicator. The set of banking security indices has been expanded to include indices that are important from the point of view of lending to the development of the economy and the economic security of the banking sector. The characteristic values of the proposed indices have been determined. The weighting coefficients of indices are set by an expert method. Methodical support for monitoring is based on the calculation of a complex banking security indicator and determination of its level according to the established gradations. The results indicate the expediency of monitoring and using effective tools to influence the state of banking security to improve its level.

The hardware system consists of the device for registration of ECG and accelerometers signals and wireless transmission to computer. The coach software works in two modes: on-line version is used during training and offline version is designed for detailed data analysis after training. Subjects performed six different locomotors tasks: 1 – unrestrained walking; 2 – short-step walking; 3 – long-step walking; 4 – unrestrained running; 5 – short-step running; 6 – long-step running along a standardized stadium circuit; and each locomotor activity follow-up for a 180 seconds. The present investigation also confirmed the large inter-individual variation of acceleration while performing the same exercise. The data obtained during the study showed that assessments by accelerometers overestimated intensity of physical activity during short-step walking and running, and underestimated it during the same locomotion performed by long-step. The results obtained during the investigations allows to conclude that developed ECG and motion activity monitoring system with two packages of software allows to measure and asses the cardiovascular and physical activity changes during the walking and running tasks.

;Klõga, MarijaMaharjan, BharatJournal of Water Security, 2015, vol. 1, p. 37-45The nutrient content in streams and rivers depend on many interacting processes such as hydro-geographical conditions and land use practices. The aim of this study was to investigate the current status of Estonian rivers and determine any trends in the concentrations of total nitrogen (TN) and nitrate-nitrogen (NO3 -N) between 1992 and 2013. This study involved 43 monitoring sites and 32 rivers in Estonia. The temporal trends were assessed using the partial MannKendall (PMK) test, which was adapted to account for the influence of water discharge. Most of the studied streams and sites did not show any trend in nitrogen concentrations. The statistically significant downward trend in TN was identified at 13 monitoring stations and upward trend at four monitoring sites. The results for NO3 -N showed a statistically significant downward trend at three sampling sites while the upward trend was found at nine monitoring stations, particularly at four sites located within the nitrate vulnerable zone (NVZ). Overall, the increasing nitrate content in surface waters can most probably be attributed to the intensification of agricultural activities in rivers catchments during the last ten years. However, there are still many uncertainties in nutrient loss processes. Thus, the national monitoring programmes should be further developed.

To achieve the objectives set out in National Rural Development Strategy Plan, conditions and activities consistent with utilization of Community’s and Latvia’s financial resources will be laid down in Latvia’s Rural Development Program – single for the whole country. Under the Rural development Programme priority will be given to the projects which will to higher degree promote the attainment of the objectives of the strategy. From 2007 to 2013 about EUR 900 million of EU funding will be available for Latvia for agriculture and rural development activities. A program for securing agriculture and rural development loans for 2007-2013 will be one of the tools that will ensure successful uptaking appropriations of the European Union Funds for rural development for the next programming period. The Rural Support Service controls the effective use of financial resources and monitors risk factors under the contracts concluded in compliance with the EU Regulations. The terms of project implementation and records are verified on the spot on the project implementation site by selecting enterprises in order of financial importance and other risk factors.

Starting from the pre-accession program PHARE as legal obligation, current evaluation is not only used as a tool for accountability and knowledge production but evaluation results are used in the national decision making on. Poland has also made significant attempts to implement a European Union Cohesion policy, the outcome of which should be to decentralize the evaluation function too. However, the system is not working properly yet, due to different obstacles such as lack of human resources, quality of evaluation studies and relevant monitoring data. Poland is moving to the most advanced stage in terms of evaluation content, quality between European Union member states and maybe good example for the present and future members how to make evaluation really work for decision making and absorption of structural funds.
