The importance of deep approach to the learning is revealed in the article. The notion of deep and surface approach as well as the Victors of educational environment that influence students’ approach to learning are analyzed in the first part of article. Further research is stressed on the examining of the influence on approach to learning of empowering environment. This particular environment is described as the environment that has influence on ever}' student’s studying success, because it gives him learning power and involves competence, psychological, studies and organizational-material conditions. The main findings of the experiment, which indicated the changes in students’ approach to learning, are presented in the second part of the article

The dynamics of the internal and external migration and the survey of the factors preconditioning it are presented, the migration tendencies on the global as well as Lithuanian level are analysed.
