Abstract
Neaktyvus jaunimas yra viena opiausių mūsų visuomenės problemų. Ateityje neaktyvus jaunas žmogus gali neturėti darbo, gauti mažas pajamas, to pasiekoje sudėtinga kurti šeimą ar socialinius ryšius. Valstybė praranda žmogiškąjį kapitalą. Europos gyvenimo ir darbo sąlygų gerinimo fondo tyrimo duomenimis, Lietuvoje dėl nedirbančių, nesimokančių jaunų žmonių 2008 m. buvo prarandama 0,7 proc. BVP, o 2011 m. – jau 1,1 proc. BPV, tai yra šiek tiek daugiau nei 290 mln. eurų.
Šiai dienai didelis dėmesys skiriamas jaunimo neaktyvumo prevencijai, užimtumo skatinimui. Įgyvendinami ES projektai, keičiama šalies jaunimo politika, kurios priemonės nukreiptos į pagalbą jaunam žmogui, kad jis galėtų per kiek įmanomą trumpiausią laiką pradėti dirbti ar mokytis ir tapti aktyvia visuomenės dalimi.
Šiuo darbu buvo siekiama apžvelgti neaktyviam jaunimui teikiamas paslaugas, kritiškai įvertinti jų kokybę ir išsiaiškinti jų prieinamumą ir efektyvumą Siekiant atskleisti neaktyvaus jaunimo požiūrį į paslaugas ir nustatyti darbo su jaunimu galimybes atliktas kiekybinis tyrimas. Tyrime taikomas metodas – anketinė apklausa. Tyrime dalyvavo Panevėžio atvirame jaunimo centre besilankančių 15- 29 amžiaus neaktyvių, nesimokančių, nedirbančių ir nestovinčių darbo biržoje jaunuolių, kurie atsakydami į anketoje pateiktus klausimus išreiškė požiūrį į tyrime nagrinėjamas neaktyvumą lemiančias priežastis bei socialinio darbo su jaunimu tobulinimo galimybes. Taip pat, atlikta socialinių darbuotojų, dirbančių atviruose jaunimo centruose, darbo su jaunimu apklausa siekiant išsiaiškinti jaunimo neaktyvumo priežastis ir darbo metodų tobulinimo galimybes.
Inactive youth is one of the biggest issues in our modern society. In the future, young members of society may face unemployment and might not receive any income which leads to difficulties creating a family or having any social relationships. These problems negatively impact human capital. European Foundation for the Improvement Fund survey finds that Lithuania lost 0,7 percent of GDP in 2008 and 1,1 percent in 2011, all of this because of inactive youth.
Nowadays, focus on prevention of youth inactivity has increased as much as promotion of employment. Ongoing EU projects changed the country's youth policy by educating and helping young people to find a job or attend various education programs within a reasonable period of time.
Main aim of this article is to review services provided to help inactive youth to become active members of society. Also, to evaluate the quality, availability and effectiveness of these projects and identify possibilities working with young people. Using a survey, 15-29 years old participants from Panevėžys open youth center for unemployed expressed their views on the various subjects related to causes of inactivity and future prospects of this issue. In addition, personnel of open youth center also shared their thoughts on working with problematic youngsters and how to decrease the inactivity today and in the future.
