Civil society's role in national politics: the case of 'Comfort Women' Issue in the Republic of Korea

The paper evaluates the performance of the pro- and anti-‘comfort women’ civic groups and parties that shape the national politics of the Republic of Korea (the ROK). The ‘comfort women’ — women from Japanese colonial territories who were coerced to serve as sex slaves at the ‘comfort stations’ during the period of 1930-1945 years. The ‘comfort women’ issue has been on the national agenda of the ROK since the 1990s and owing to the protection of the powerful civic groups (e.g. the Korean Council) in each case has obstructed the restoration of the relation between the ROK and Japan. The ‘comfort women’ issue is a case study of different scholars like Chung-hee Sarah Soh, Park Yu-ha, Chih-Chieh Chou, Caroline Norma, etc. who despite the fact that stand for opposing camps, investigate and gather records concerning the ‘comfort women’ case. On the whole, the prevalent concept of the ROK national politics that the government employs to deal with collective traumatic memories of the ‘comfort women’ — nationalism — interfere with the educational, social and political spheres and therefore, promotes only one discourse on the ‘comfort women’ issue. The theoretical framework of pluralism that examines the civic groups and parties’ policies towards the ‘comfort women’ issue. In the ROK national politics, the ‘comfort women’ case plays an important role as long as it has an impact on bilateral relations with Japan. Accordingly, assisting civic groups and opposition are directly involved in the national politics of the ROK and are active representatives in the system. Investigation of the role of opposing camps gives an explanation and outcomes of such performance in terms of the national political framework. The paper seeks to answer the question: how pro- and anti-‘comfort women’ civic groups and parties shape the ROK national politics during 1990-2018? The research examines goals concerning the historical background of the issue, the ROK dealing with the ‘comfort women’ memories, and the role of pro- and anti-‘comfort women’ camps in national politics The conclusions cover the historical background of the issue, performance of opposing camps, their role in the ROK national politics and prevalent national discourse of the government towards the issue. The performance of pro-camp shows the engagement of international organizations, network building, forum platforms, etc. According to pluralism framework, national politics of the ROK are shaped by two opposing camps that struggle for influence at the decision-making stage in order to change the discourse on Japan.
Šis mokslinis darbas tiria pilietinių grupių, kurios pasisako prieš ir už „paguodos moteris“ bei partijų, kurios formuoja nacionalinę Korėjos Respublikos (ROK) politiką, veiklą. „Paguodos moterys“ – tai moterys, kurios 1930-1945 metais, Japonijos kolonizuotose teritorijose, buvo priverstos tarnauti sekso vergijos „paguodos stotyse“. „Paguodos moterų“ klausimas buvo įtrauktas į ROK nacionalinę darbotvarkę nuo devintojo dešimtmečio ir, dėl galingų pilietinių grupių apsaugos (pvz. Korėjos tarybos), kiekvienas atvejis trukdė atstatyti santykius tarp ROK ir Japonijos. „Paguodos moterų“ atvejis yra tiriamas įvairių mokslininkų, tokių kaip Chung-hee Sarah Soh, Park Yu-ha, Chih-Chieh Chou, Caroline Norma ir kt., kurie, nepaisant to, jog atstovauja priešingas nuomones, tiria ir renka įrašus apie „paguodos moterų“ atvejį. Apskritai vyraujanti ROK nacionalinės politikos samprata, kurią vyriausybė naudoja kolektyviniams trauminiams prisiminimams apie „paguodos moteris“ kaip nacionalizmą, trukdo švietimo, socialinei ir politinei sferoms, todėl skatina tik vieną diskursą „paguodos moterų“ klausimu. Teorinė prieiga – pliuralizmas, kuris nagrinėja pilietinių grupių ir partijų politiką „paguodos moterų klausimu“. ROK nacionalinėje politikoje „paguodos moterų“ atvejis vaidina svarbų vaidmenį, tol, kol jis turi įtakos dvišaliams santykiams su Japonija. Dalyvaujančios pilietinės grupės ir opozicija yra glaudžiai įsitraukusios į nacionalinę ROK politiką ir yra aktyvios atstovės šioje sistemoje. Opozicinių stovyklų vaidmens tyrimas randa paaiškinimą ir tokių veiksmų rezultatus atkreipiant dėmesį į nacionalinės politikos rėminę konstrukciją. Šis darbas siekia atsakyti šį klausimą: kiek už ir prieš „paguodos moterų“ pilietinės grupės ir partijos formavo ROK nacionalinę politiką 1990-2018 metais? Tyrimai nagrinėja tikslus, kurie atkreipia dėmesį į problemų istorines prielaidas, ROK susitvarkymą su „paguodos moterų“ prisiminimais ir už bei prieš „paguodos moterų“ stovyklų rolę nacionalinėje politikoje. Išvados apibendrins problemų istorines prielaidas, opozicinių stovyklų veiksmus, jų vaidmenį ROK nacionalinėje politikoje ir vyraujantį vyriausybės nacionalinį diskursą, susijusį su svarstoma problema. Stovyklos, pasisakančios už, rodo tarptautinių organizacijų įsipareigojimą, ryšių kūrimą, teismų platformą, ir t.t. Pagal pliuralizmo rėminę konstrukciją ROK nacionalinė politika įgavo formą dėl dviejų opozicinių stovyklų, kurios stengiasi daryti įtaką sprendimų priėmimų stadijoje, kad galėtų pakeisti diskursą apie Japoniją.
