Socialinės paramos teikėjas kaimo bendruomenėse: vaidmenų ir pagalbos sandūra

Lietuvoje pastaruoju metu vis labiau pastebimas atotrūkis tarp miesto ir kaimo visuomenės. Kaimiškose vietovėse dažniausiai gyvena vyresnio amžiaus ar mažesnių profesinių ambicijų ir gyvenimo siekių turintys asmenys, todėl vis svarbesnė tampa socialinių darbuotojų kaimiškose bendruomenėse veikla, o tai iškelia poreikį išsamiau analizuoti jų vaidmenį teikiant socialinę pagalbą, šios veiklos ypatybes. Šis darbas orientuotas į socialinių darbuotojų, dirbančių kaimiškose seniūnijose, vaidmens ir pagalbos sankirtos aspektus. Tyrimo tikslas - atskleisti socialinės paramos teikėjo kaimiškose bendruomenėse vaidmens ir pagalbos proceso sandūros aspektus. Tyrimo uždaviniai: atskleisti socialinės paramos teikėjo kaimiškose bendruomenėse vaidmenis; atskleisti socialinės paramos poreikio ir teikimo ypatumus kaimo bendruomenėse; identifikuoti socialinio darbo kaimo bendruomenėse vaidmens ir pagalbos sandūros įtampos sritis ir numatyti socialinių paslaugų kaimo bendruomenėje plėtojimo galimybes. Tyrimo objektas - socialinės paramos teikėjo kaimiškose bendruomenėse vaidmenų ir pagalbos proceso sandūros aspektai. Šiame moksliniame tyrime socialinės paramos teikėjo vaidmenų ir veiklos sankirtos taškai atskleidžiami pasitelkiant patirtis. Siekiant atskleisti socialinės paramos teikėjo kaimiškose bendruomenėse vaidmens ir pagalbos proceso sankirtos aspektus, buvo pasirinkta kokybinio tyrimo metodologija. Tyrime dalyvavo šešios kaimo seniūnijose dirbančios socialinės darbuotojos. Kiekvienos tyrimo dalyvės patirtys yra labai skirtingos, todėl tyrėjo svarbiausiu uždaviniu tampa jas atpažinti ir interpretuoti. Tyrimo metu atsiskleidė, kad kaimiškoje vietovėje socialinis darbuotojas savo darbinėje veikloje atlieka keletą vaidmenų: visažinio, kuris gali išspręsti visas kliento problemas, kaimyno, palaikančio artimos kaimynystės santykius, „svieto“ lygintojo, gebančio įsiklausyti ir empatiškai atliepti klientų poreikius ir išreikšti rūpestį. Paramos gavėjui jis padeda ne tik gauti materialinę pagalbą, bet ir atkurti asmens ar šeimos ir visuomenės santykius, tampa globėju ir patarėju. Šių vaidmenų specifiką lemia kaimo bendruomenės socialiniai ir ekonominiai ypatumai bei socialinės paramos gavėjų poreikiai ir lūkesčiai kaimo bendruomenės socialinės paramos teikėjui. Dažniausiai kaimiškų vietovių gyventojai į seniūnijų socialinius darbuotojus kreipiasi dėl materialinės paramos, - tai lemia ekonominės ir ūkinės gyvenimo sąlygos. Gyvenant kaimiškoje vietovėje sunkiau įsitraukti į darbo rinką, ribotas susisiekimas su didesniais miestais, nevažinėja viešasis transportas, menas pragyventi. Tačiau paramos gavėjams bendruomenėje ne mažiau svarbi ir kita pagalba - tai informacijos suteikimas, palaikymas, išklausymas ir t. t. Dėl ribotų išteklių bendruomenėje (paslaugų, viešojo transporto stokos) ir bendruomeninių santykių pagalbos pagrindiniu ištekliu tampa socialinės paramos teikėjas ir jo aplinka. Atliekant tyrimą paaiškėjo, kad socialinės paramos teikėjai savo darbinėje veikloje nuolat turi spręsti etines dilemas ir problemas, patiriama priešprieša tarp pagalbos teikimo reglamentavimo, kuris dažnai yra atitrūkęs nuo žmonių gyvenimo realybės, ir darbuotojo žmogiškųjų vertybių, neadekvačios klientų reakcijos, asmens ir šeimos problemų konfidencialumo išsaugojimo mažoje bendruomenėje iššūkius. Darbuotojams reikia nuolat balansuoti tarp asmeninio teisingumo jausmo ir profesinės veiklos etikos, o tai reikalauja ne tik plačių profesinių žinių ir patirties, bet ir tam tikrų asmeninių savybių. Remiantis tyrimo duomenimis ir tyrimo dalyvių pastabomis, pateiktos rekomendacijos, kurios padėtų užtikrinti efektyvesnį socialinės paramos teikimą kaimiškose bendruomenėse.
Presently in Lithuania the gap between the city and the rural society has become increasingly noticeable. Rural communities are often inhabited by older or lower professional ambitions and life-styles, and as a result, the role of social workers in rural communities is becoming increasingly important, which raises the need for a more detailed analysis of their role by providing social assistance and the characteristics of this activity. This work focuses on the role of social workers in rural communities and inter-sectional aspects of assistance. The purpose of the research is to reveal the collaboration of the role of the social support provider in rural communities and the process of the support process. Research tasks: to reveal the role of social support provider in rural communities; to reveal the provision and peculiarities of the need of social support in rural communities; to identify the areas of social work in rural communities and areas of relief, and to provide opportunities for the development of social services in the rural community. The object of the research is the collaboration between the role of the social support provider in rural communities and the support process. In this research, the roles and intersection points of the social support provider are revealed through experience. In order to reveal the role of the social support provider in the rural communities and the intersection of the support process, the qualitative research methodology was chosen. The research involved six rural social workers working in the rural municipality. The experience of each informant involved in the study is very diverse and ambiguous, therefore, the main task of the researcher is to recognize and interpret them. This research revealed that the social worker of rural community performs some roles in his work: an omnipotent that can solve the entire client's problems; neighbour who can hold on friendly-neighbourly relations, a "beautified" comparator, who is capable to listen and emphathically respond to customer needs and express concern to the situation. He is not only for help to receive material assistance, but also helps to restore the relationship between a person or family and society, becomes a guardian and counsellor. The specifics of these roles are determined by the socioeconomic characteristics and the needs and expectations of the beneficiaries of social support of the rural community. In most cases, rural residents seek for material social. This situation is determined by economic conditions. For the person, who lives in a rural area is more difficult to enter the labour market; because it’s limited access to larger cities, public transport, the art of living is secluded. However, other support is also important for beneficiaries in the rural community, such as the provision, support, listening, etc. of information. Due to the limited available resources in the rural community (lack of services, lack of public transport) and community relations, the social support provider and its environment become the main resource for better life. The study revealed that social support providers constantly have to deal with ethical dilemmas and problems in their work, there is a conflict between the regulation of support delivery, which is often disconnected from the reality of people's lives, and the human values of the worker, inadequate customer response, the preservation of the confidentiality of the individual and family problems in a small community challenges. Employees need to balance constantly between the sense of personal justice and the ethics of their work, which requires not only extensive professional knowledge and experience, but also certain personal characteristics. According to the survey data and comments provided by the participants of the study were made recommendations. They would help to ensure more effective provision of social support in rural communities.
