Sociological and psychological dichotomy of diplomatic service
The objective of the paper carried out in accordance with the tradition of narrative analysis and qualitative research is the definition and interpretation of the phenomenon of dichotomy of diplomatic service through the examples of acting and former diplomatic agents. The subject of this thesis is the specificity of the formation of internal and external dualities within the framework of the sociological crisis of self-identification. The object of this research work includes representatives of diplomatic missions, in particular, ambassadors, as well as members of the diplomatic corps. The hypothesis of this research suggests that as a consequence of unilateralism and strictness of the classic western approach to the norms and regulations of diplomatic reality, the object of the diplomatic service faces the threat of identity crisis against the background of the struggle for his/her oneness with the diplomatic service regulations. Due to the limited number of modern approaches to the implementation of the diplomatic service, in this kind of problematic situations, an acting diplomat may have limited options losing in terms of successful state policy and diplomacy, as well as the internal integrity of the representative of the diplomatic service: a) a diplomat leaves his/her post; b) a diplomat will try to soften the received instructions, and for this reasons will give an incorrect or inaccurate understanding of the presented instructions or their goals; c) a diplomat will try to combine his/her internal individual having his/her opinions and beliefs with that public part which he/she has to broadcast in connection with his/her professional activities; d) under pressure of the dominant social construct of public policy, the internally split diplomat will be reflecting the policy having no value for him/her. Situations when the representatives of the diplomatic service have to fight for their integrity, which under certain circumstances can lead either to the conflicts within themselves or to the conflicts with the state, are not rare nowadays – and it emphasizes the relevance of the focus of our problem. In the first chapter of this work may be seen the brief response to the question of the definition of the diplomatic service in its modern form with the description of necessary details in regards to diplomatic protocol and regulations. In the second chapter of this work there is a usage of the theoretical framework with reference to the specific psychological and sociological dichotomy of a diplomat considering two aspects: in relation to the foreign policy of a state, which a diplomat is forced to follow according to his/her status, and also in relation to himself/herself, his/her own personal self. These two opposition pairs form the basis of the internal split of a representative of the diplomatic service. Thus, in this chapter, was examined the difficulties that a civil servant holding a position of a diplomat may face in theory and in practice. In particular, it was paid attention to the difference between personal and public, private and professional, emotional and rational, as well as to the aspects of daily diplomat’s habits such as impeccable endurance and a special type of thinking and speaking, uncertainty of judgments, skeptical tolerance, detachment and dispassion that may be perfectly seen in diplomatic language. In the third chapter this work analyzes collected interviews with former and acting diplomats and research internal relationships between an individual and professional “egos” of the paper’s objects and also define the opportunity of appearance of identity crisis referring to the research objects as a consequence of split character of diplomatic service. This paper suggests that a diplomat in his/her work may face a situation in which he/she can find a number of difficulties in connection with the foreign policy of his/her state. As it was described, the foreign policy of the state is understood by us as a social construct built on a certain identity, which is not always fully shared by one or another civil servant for the reason of the conflict, often hidden or unnoticed, between the identities of a state and its employee. This type of conflict may lead to situations that will greatly reduce the quality and success of diplomatic work. This assumption was analyzed and verified during the interviews with former and acting diplomats.
Darbo, atlikto pagal pasakojamosios analizės ir kokybinio tyrimo tradiciją, tikslas yra diplomatinės tarnybos dichotomijos reiškinio apibrėžimas ir aiškinimas per veikiančių ir buvusių diplomatinių atstovų pavyzdžius. Šio baigiamojo darbo tema - vidinio ir išorinio dvilypumo formavimo specifika saves identifikavimo sociologinėje krizėje. Tyrimo objektas apima diplomatinių atstovybių atstovus, ypači ambasadorius, taip pat diplomatinio korpuso narius. Šio tyrimo hipotezė rodo, kad dėl vienašališkumo ir griežto klasikinio vakarietiško požiūrio į diplomatinės tikrovės normas ir taisykles diplomatinės tarnybos objektas susiduria su tapatybės krizės grėsme, kylančia dėl vidinio vientisumo kovos su diplomatinių tarnybų nuostatomis. Mažai modernizuotoje diplomatinėje tarnyboje esant sudėtingoms situacijoms gali nukentėti tiek sėkminga valstybės politika ir diplomatija, tiek vidinis diplomatinės tarnybos atstovo integralumas. Veikiančiam diplomatui lieka tik keletas galimybių: a) diplomatas palieka savo tarnybą; b) diplomatas stengiasi sušvelninti gautus nurodymus ir dėl šių priežasčių pateiks neteisingą ar netikslų supratimą apie pateiktas instrukcijas ar jų tikslus; c) diplomatas bandys sujungti savo vidinę nuomonę ir įsitikinimus su ta vieša dalimi, kurią jis turi transliuoti savo profesinėje veikloje; d) veikiamas dominuojančio viešojo sektoriaus socialinio konstrukto, vidumi susiskaldęs diplomatas atspindės politiką, kuri jam nėra naudinga. Situacijos, kai diplomatinės tarnybos atstovai turi kovoti už savo integralumą, tam tikromis aplinkybėmis galintį sukelti konfliktus juose pačiuose arba konfliktus su valstybe, šiuo metu nėra retos. Tai atitinka ir tiriamos problemos esmę. Pirmame šio darbo skyriuje matyti trumpas šiuolaikinės diplomatinės tarnybos apibūdinimas, atsižvelgiant į diplomatinį protokolą ir reglamentus. Antrame šio darbo skyriuje diplomato specifinė psichologinė ir sociologinė dichotomija teoriškai analizuojama dviem aspektais: kalbant apie valstybės užsienio politiką, kurios diplomatas privalo laikytis pagal jo / jos statusą, o taip pat ir apie save asmeniškai. Šios dvi opozicinės poros yra diplomatinės tarnybos atstovo vidinio padalinimo pagrindas. Taigi šiame skyriuje buvo nagrinėjami sunkumai, su kuriais diplomato pareigas einantis valstybės tarnautojas gali susidurti teoriškai ir praktikoje. Visų pirma buvo atkreiptas dėmesys į skirtumą tarp asmeninių ir viešųjų, privačių ir profesinių, emocinių ir racionalių interesų, taip pat į kasdienius diplomatijos įpročių aspektus, tokius kaip nepriekaištinga ištvermė, specialus mąstymo ir kalbėjimo būdas, sprendimų neapibrėžtumas, skeptiška tolerancija, atsiskyrimas ir neliečiamumas, kuris gali būti puikiai matomas diplomatinėje kalboje. Trečiame šio darbo skyriuje analizuojami surinkti interviu su buvusiais ir esamais diplomatais. Tiriami vidiniai ryšiai tarp individualaus bei profesionalaus šio darbo objektų“ego”. Taip pat apibrėžiama galimybė tiriamiesiems susidurti su tapatybės krize, kurią įtakoja skaidantis diplomatinės tarnybos darbo pobūdis. Šiame darbe nurodoma, kad diplomatas gali susidurti su situacija, kuri komplikuotai susijus su diplomato valstybės užsienio politika. Kaip buvo teigta anksčiau, valstybės užsienio politika yra suprantama kaip socialinis konstruktas, grindžiamas tam tikra tapatybe, kuria ne visiškai pasidalijama dėl dažnai paslėpto ar nepastebėto konflikto tarp valstybės ir jos tarnautojo tapatybės. Toks konfliktas gali sukelti situacijas, kurios labai sumažins diplomatinio darbo kokybę ir sėkmę. Ši prielaida buvo išnagrinėta ir patikrinta pokalbiuose su buvusiais ir veikiančiais diplomatais.
