Pridėtinės vertės mokesčio analizė ir poveikis šalies biudžetui Lietuvoje
Darbo objektas – pridėtinės vertės mokesčio poveikis šalies biudžetui Lietuvoje. Darbo tikslas – išanalizuoti pridėtinės vertės mokesčio poveikį šalies biudžetui Lietuvoje. Darbo uždaviniai:
- išnagrinėti pridėtinės vertės mokesčio reikšmę, ypatumus ir administravimą teoriniu aspektu;
- išanalizuoti pajamų iš pridėtinės vertės mokesčio dinamiką ir struktūrą;
- įvertinti pridėtinės vertės mokesčio poveikį šalies biudžetui Lietuvoje. Tyrimo metodai: mokslinės literatūros analizė, teisės aktų ir statistinių duomenų analizė ir sintezė, lyginamoji analizė, grafinis duomenų vaizdavimo būdas. Tyrimo rezultatai -PVM yra netiesioginis vartojimo mokestis, kuris lengvai surenkamas į biudžetą. Aktualizuojant PVM mokesčio reikšmę galima teigti, kad mokestis reikšmingas pramonės plėtrai, šalies ekonomikos augimui bei įtakoja namų ūkio pajamas. Lietuvoje taikomas standartinis 21 proc. PVM tarifas ir 9 proc. bei 5 proc. lengvatiniai PVM tarifai. Pagrindiniai veiksniai, lemiantys PVM surinkimą, yra infliacija, pardavimų apimtys šalyje, namų ūkio vartojimo išlaidos bei PVM tarifai. Išanalizavus PVM surenkamas pajamas 2015–2019 m. pastebėta, jog visos PVM pajamos analizuojamu laikotarpiu augo vienodu tempu, kas rodo PMV mokesčio pastovumą. Didžiausia surinkta pajamų dalis buvo 2019 m., Visu analizuojamu laikotarpiu grąžintinas PVM augo greičiau, nei mokėtinas. Apskaičiuoti regresijos koeficientai parodė, kad analizuojamas dydis - PVM pajamos priklauso nuo PVM mokėtojų skaičiaus. Koreliacijos ir determinacijos koeficientai patvirtino, kad tarp PVM mokėtojų skaičiaus ir į Lietuvos biudžetą surenkamų PVM pajamų egzistuoja labai stiprus ryšys. Galima teigti, kad didėjant PVM mokėtojų skaičiui tiesiogiai didėja ir mokamas į biudžetą PVM.
Research object the impact of value added tax on the national budget in Lithuania Research aim: to analyze the impact of value added tax on the national budget in Lithuania. Objectives: • Examine the meaning, peculiarities and administration of value added tax from a theoretical point of view; • Analyze the dynamics and structure of value added tax revenue; • to assess the impact of value added tax on the national budget in Lithuania. Research methods: analysis of scientific literature, analysis and synthesis of legal acts and statistical data, comparative analysis, graphical way of data representation. Research results: Examining the meaning, peculiarities and administration of value added tax from a theoretical point of view, it can be stated that VAT is an indirect consumption tax, which depends on the contributions of natural and legal persons who carry out economic activities. VAT is significant for industrial development, economic growth and affects household income. The law identifies the economic activity related to the purchase, acquisition and import of goods as the object of VAT. In Lithuania, the standard 21 percent is applied VAT rate and 9 percent and 5 percent reduced VAT rates. In summary, it can be emphasized that the main factors determining VAT collection are inflation, domestic sales, household consumption expenditure and VAT rates.After analyzing the dynamics and structure of value added tax revenues, it can be stated that in 2015-2019, VAT revenues increased. The largest revenue for VAT was collected in 2019. VAT revenues grew steadily, which also led to their growth in gross domestic product during 2015 – 2019. The difference between VAT payable and refundable has been widening over the period. Throughout the period analyzed, refundable VAT grew faster than payable. Regresion calculations have confirmed VAT is directly affected by number of VAT payers. As amount of VAT payers increases VAT increases accordingly.
