Abstract
Tyrimo objektas: potvynių poveikis Lėvens upės teritorijoje esančiai žemės kainai.
Tyrimo tikslas: įvertinti potvynių daromą įtaką Lėvens upės teritorijoje esančių že-mės sklypų kainai.
Tyrimo uždaviniai:
1. Išanalizuoti anksčiau atliktus mokslinius tyrimus, vertinančius potvynių poveikį žemės ir nekilnojamo turto kainoms,
2. Aptarti Lietuvoje ir Europos sąjungoje egzistuojantį potvynių veikiamų zonų regulia-vimo ir kompensacijų mechanizmą,
3. Atlikti tyrimą, kaip Lėvens upės teritorijoje vykstantys potvyniai veikia žemės kainas ir kokie papildomi faktoriai nulemia šių kainų svyravimus.
Tyrimo metodai: tyrime vertinti statistiniai potvynių veikiamų regionų sklypų kainų duomenys skirtingose nekilnojamojo turto grupėse, siekiant įvertinti kaip žemės sklypų kainos skiriasi potvynių veikiamuose ir neveikiamuose rajonuose. Apklausoje atlikta nekilnojamojo turto specialistų apklausa, siekiant įvertinti jų požiūrį į potvynių poveikį nekilnojamojo turto rinkos kainoms.
Tyrimo rezultatai:
Pirmoje dalyje vertinti statistiniai potvynių veikiamų regionų sklypų kainų duomenys skirtingose nekilnojamojo turto grupėse. Rezultatai atskleidė, jog potvynių rizikos didžiausią įtaką daro žemės ūkio paskirties sklypams – jų vertė užliejamuose regionuose vidutiniškai 25 mažesnė nei neužliejamuose regionuose.
Vertinant namų valdos paskirties sklypus bei kitas nekilnojamojo turto kategorijas aiš-kūs skirtumai tarp analizuojamų potvynių užliejamų ir neužliejamų regionų nebuvo pastebėti.
Antroje dalyje nekilnojamojo turto ekspertų apklausa parodė, kad jie sutinka su teigi-niu, jog potvyniai neigiamai veikia sklypų kainas. Šiose zonose esančių sklypų paklausa ir kainos gali būti padidinamos efektyvinant egzistuojančią apsaugos nuo potvynių ir susisieki-mo sistemą, skatinant ekonominį regiono vystymąsi.
Tyrimas atskleidė, jog griežtesnių statybos reikalavimų įvedimas padėtų labiau kontro-liuoti ir minimizuoti galimas potvynių pasekmes. Ilguoju laikotarpiu tokių kontrolės priemo-nių įvedimas galėtų būti naudingas patiems sklypų ir nekilnojamojo turto savininkams šiose teritorijose. Tačiau griežtesni reikalavimai galėtų neigiamai paveikti šių teritorijų patrauklumą ir investicijas.

Research object: the impact of floods on the land price in the territory of the Lėvuo River.
Research aim: to assess the impact of floods on the price of land plots in the Lėvuo river area.
Objectives:
1. To analyze previous research assessing the impact of floods on land and real estate prices,
2. To discuss the existing mechanism of regulation and compensation of flood-affected areas in Lithuania and the European Union,
3. To carry out a study of how floods in the Lėvuo river area affect land prices and what additional factors determine these price fluctuations.
Research methods: the study evaluated statistical data on land prices in flood-affected regions in different real estate groups in order to assess how land prices differ in flood-affected and non-flood-affected areas. The survey of real estate professionals was conducted to assess their views on the impact of floods on real estate market prices.
Study results:
Part one evaluates the statistical data of the prices of plots in the regions affected by the floods in different groups of real estate. The results revealed that flood risks have the greatest impact on agricultural plots - their value is on average 25% lower in flooded regions than in non-flooded regions.
Evaluation of household plots and other real estate categories, showed no clear dif-ferences between the analyzed flood-covered and non-flooded regions.
Part two conducts a survey of real estate experts, which showed that they agree with the statement that floods have a negative impact on land prices. Demand and prices for plots in these areas can be increased by streamlining the existing flood protection and transport sys-tem, promoting the economic development of the region.
The study revealed that the introduction of stricter construction requirements would help to better control and minimize the potential consequences of floods. In the long run, the introduction of such control measures could benefit the owners of plots and real estate in these areas. However, stricter requirements could negatively affect the attractiveness and investment of these areas.
