Abstract: In the early 20th century the tsarist Russia lifted the restrictions imposed on the Catholic Church for several decades. At the dawn of the establishment of a modern national state the methods of activities of the Church and its role in the society were about to change. Bishop Pranciškus Karevičius was the head of the Samogitian Diocese during this period of changes from 1914 to 1926. On the basis of historiography, published documents, memoirs and manuscript material, the article discusses the problems solved by the bishop of Samogitia Pranciškus Karevičius in 1914–1926 and analyses his tactics of activity in the implementation of the national and state goals. The article focuses on his work in the sphere of Lithuanization of the Church, his position in respect of the German occupation government and his relations with the Holy See
