Within the areas of lifelong learning, social capital, trust3 Lithuania is still lagging behind other countries and does not realize that trust and sharing are important not only because of the need to move to a multi-sectoral multi-functional design, but also for our well-being, and health. We have to admit that we lack multi-sectoral, multi-functional design services, and the communitybased service package is yet at an early stage of development. It is predicted that by initiating new or developing the established social cluster competence models, we have the 4 basic steps: 1. Preparation (set the goal, gather a competence framework team). 2. Collect Information (observe interview people, design a questionnaire, and analyze the work). 3. Improvement of social cluster virtual communication system (space for cooperation, forums, create sub-groups, improve sub-groups, identify and name the competencies, approve and review the competencies as much as needed); 4. Implementation, development, sustainability (a reference to business goals, reward competencies, provide coaching and training, keep it simple, communicate). Creativity, positive person's socioeological comunity model, let us optimized human and social resources, increases mutual trust and social capital. To meet these challenges, it is necessary to coordinate the public, private and non-governmental sector actions, to promote transparent use of public funds, pursue clear priorities and minimize bureaucratic mechanism. Development of science, technology and knowledge leads to accelerating changes that in qualitative way modifying modern and creativity society lifestyle.
