The contemporary culture of smart education and learning include the multiple criteria assessment methodology applied for global evaluations of professional competency and its impact on innovations. It reveals how suitable are the regional evaluations of education quality determining skills in knowledge economy in the analytical discourse. The attention is given to interdependencies of education and knowledge components for regional case (Baltic States), also their place between other EU countries. The task is to evaluate how global indicators used by experts could be applied for assessment of the competencies determining competitive innovativeness of the social activity also for detailing the intersectorial distributing of resources for more rational development of labour & vocational skills. The conclusions accent that some of smart education and ICT determinants help to rank the investment solutions but do not detail the managerial decisions concerning professional competencies and innovativeness of HR for business in the future.
