Atlikta analizė rodo, kad, Pasaulio banko ir Pasaulio ekonomikos forumo ekspertų vertinimu, daugelis Lietuvos intelektinių išteklių koinponentų yra palyginti žemesnio lygio nei kili šalies konkurencingumo detcrminantai. Lyginant su Skandinavijos šalimis, Lietuvoje daug žemiau įvertintas inovacinės veiklos aktyvumas ir aukštųjų technologijų diegimas. Be to, nepateikiamas kompleksinis šalių intelektinių išteklių vertinimas. Išnagrinėjus nacionalinių intelektinių išteklių komponentus, pristatomas jų kompleksinio daugiakriterio vertinimo modelis, Lietuvos vertinimas atliktas taikant kriterijų reikšmių ir jų reikšmingumų sandaugų sumavimo metodą (angl. Simple Additive Weighting). Pabrėžiama, kad daugiakriterius sprendimų paramos metodus tikslinga taikyti modeliuojant programines alternatyvas ir pagrindžiant valstybės intelektinių išteklių plėtros strategijos nuostatas bei patikslintai reitinguojant naująsias Europos Sąjungos (ES) valstybes pagal intelektinių išteklių plėtros kriterijų.
The performed case study - the investigation and evaluation of Lithuania's intellectual resources for 2010 (on basis of presented primary indicator complex and applying proposed technique) shown that their global index is 52 (in 100th rank system), i. e. equable about to an average score. It may be accented the following components: innovative capacity and education system quality. The analysis done in the review permits to substantiate the new approach to strategic programming based on the multicriteria evaluation and multitask optimization (with account of the possibilities of programmic alternatives). The suggested technique is used when determining the competitive strength and rating the Lithuania (and other countries) in EU according to this criterion.
The task of the stuy is to evaluate both the conceptual and applied aspects of the intellectual resources development. Special attention was given to the spectrum of the expert evaluations by the World Bank Institute which shows that intellectual resouce' indice for the Lithuania's and other Baltic Stateės were much lower than its general its general competitivity and macroeconomic stability. According to the international experts, the business, management and marketing innovations levels in Lithuania were evaluated as comparatively low. It is accented the most actual problems of intellectual resources formation strategy. The multiple criteria evaluation of the national intellectual resources for their more adequate and more rational distribution in perspective, necessary variant corrections of their branch and sectoral structure, also for determination of economic development strategy with account of intellectual development criteria is important for the sustainable and competitive growth. In particular, the technique of evaluation supposes the summing of criterial significances' products, the identification of essential components, their quantitative evaluation and estimation of their significances, the calculation of general index. The Simple Additive Weighting method was applied for the complex evaluation of the country's intellectual resources. For this purpose, the adequate complex of essential indicators was builded and analytical operations were performed with account of both the data of international institutions and expert evaluation of the authors ourselves.
