Lietuvos Respublikos Aukščiausiosios Tarybos 1990 m. kovo 11 d. paskelbtas Nepriklausomybės aktas iš esmės pakeitė ne tikLietuvos gyventojų, bet ir lietuvių išeivijos gyvenimą. Užsienio lietuviai iki Nepriklausomybės akto paskelbimo gyveno su laisvės viltimi ir kovojo už Lietuvos valstybingumo atkūrimą. Tačiau, kaip aiškėja iš išeivijos periodinės spaudos ir pokalbių su mūsų tautiečiais užsienyje, psichologiškai jie nebuvo pasiruošę taip greitai sulaukti Lietuvos nepriklausomybės, nors visa širdimi jos troško. Abejonių kėlė, ar pavyks nepriklausomybę išlaikyti; taip pat buvo spėliojama, galbūt prieš skelbiant nepriklausomybę reikėtų geriau pasirengti politiškai ir ypač ekonomiškai, sulaukti palankesnės tarptautinės padėties. Išeivijos vadovybei įtakos galėjo daryti pasaulio didžiųjų valstybių vadovų taip pat ir JAV, tuometinis nepritarimas kenkti M. Gorbačiovo persitvarkymo reformoms. Iki kovo 11-osios tik nedaugelis išeivijos atstovų prognozavo, kad tuojau bus skelbiama Lietuvos nepriklausomybė.
The leaders of the emigration could have been influenced by the stance of the leaders of the big powers, the US included, who disapproved of the suggestions "to undermine" the Perestroika reforms announced by the Soviet leader Mikhail Gorbachev in 1984. Until 11 March only a few representatives of the emigration dared to forecast the Lithuanian independence to be announced right away. In February-March 1990, the leaders of the Lithuanian World Community, as well as majority of the leaders of some separate Lithuanian colonies and some well-known Lithuanians failed to emphasize in their speeches during the celebrations of the February 16th the preparations by the activists of Seimas, the anti-Soviet public movement, to restore the independence of Lithuania. This had influence on the emigration at large; in their words, the declaration of the March 11th Act was unexpected to them. Nevertheless, the Lithuanians abroad welcomed the Independence with euphoria and tears of joy in their eyes promising their support to the Lithuanian state.
The Independence Act announced by the Lithuanian Supreme Council-Restoration Seimas on 11 March 1990 has radically changed the life of the Lithuanian emigration. Before the March 11th Act was declared the Lithuanians residing in other countries lived with the hope that one day Lithuania will be independent and did all their best for the sovereignty of the country to be restored. However, as it can be seen from the periodicals of the emigration and discussions with the fellow-countrymen abroad, they were not psychologically prepared for the independence of Lithuania to come too soon althought they wished it with all their hearts. They doubted the ability to preserve the independence after its declaration; they speculated on the need for Lithuania to prepare better politically and economically for the independence, to wait until more favourable conditions on the international scene.
