In today's world a continuous learning and development become inevitable part of human life. Rapid technological progress and significant changes in the human relationship with the information and its use requires the formation of a new approach to learning and development processes. The training is increasingly in short-term and a final, formal process turns into a continuous, life-long education. In Lithuania lifelong learning concept enshrined in 2004, when Lifelong Learning Strategy was confirmed, whose main goal - to develop a comprehensive, coherent and high-quality lifelong learning system, offering a versatile learning opportunities for all working-age individuals and professional development of persons life. However lifelong learning has a significant impact not only in education but also in employment opportunities, improving occupational mobility, helping the flexibility to respond to demographic processes and changes in the market, reduce social exclusion. When Lithuania restored its independence great attention has been launched for learning, especially continuous, which influenced the Lithuanian education system reform, launched in 1990. About lifelong learning started talking in 1998, when the Ministry of Education has formulated the priorities of the second phase reform and then the President of Lithuania V. Adamkus decree setting up a working group of the reform strategy. Under favorable conditions lifelong learning development strategy formulated by awarding the fundamental objective – quality of individual education systems interconnection. At current documents it states that the integration of all that was important during certain periods, the overall system conditions can be created for the implementation of lifelong learning in a specific context.
