Abstract: Non-governmental farmers 'organizations play an important role in rural development. Farmers' organizations can be self-financed similar principles as well as non-governmental organizations. For self-organization of farmers is very important the political and financial independence, thus emphasizing the importance of identity. Therefore, the vast majority of scientists say that farmers must be represented by only non-governmental organizations. In Lithuania the greatest influence on farmers' position on the Common Agricultural Policy has The Chamber of Agriculture of the Republic of Lithuania. The Chamber of Agriculture of the Republic of Lithuania perform such basic functions as self-promotion, the National Farmers' representation, consulting services, international representation and other functions. The following day The Chamber of Agriculture of the Republic of Lithuania financing model does not provide farmers financial independence and self-government does not provide fully adequate representation of farmers
