The results of comparison among private forest owners revealed independency in the process of decision making than state forest managers. It is due to policy tools, which in case of private forest owners give them more freedom than to state forest managers. It was revealed that for state forest managers take into consideration not only economic efficiency but also societal and environmental needs.
Since the beginning of XX century Lithuania went through a series of changes: occupation, regime changes, regained independence, collapse of planed system and adaptation to new market. These changes influenced management and use of state and private forest sectors. According to Lithuania forest statistic year book (Lietuvos miškų..., 2013) 49,6 % (1077,7 thousand ha) were owned by state. Private forest constituted 39,2% (852,6 thousand ha), and reserved and forest for restitution – 11,2% (243,3 thousand ha) from total forest area. In Lithuania high number of private forest owners and state forest management specifics raise problems connected to forest management activities, there is lack of information regarding factors influencing management decisions. In the context of dynamic political, economic, social changes, it is of high importance to analyze forest owners and managers’ decisions, the process of decision making, what are the main factors. In this article, the analysis was done to identify objectives and motivations of private forest owners and state forest managers’. To identify these motivations and objectives there was used interview method, throughout which was carried out qualitative inquiries in two research areas: “Suvalkija“ and “Žemaitija“.The analysis of gathered data was performed using qualitative methods. Throughout research 29 interviews were conducted: 18 with private forest and 11 – state forest managers. Results of the analysis revealed the following main motivations and objectives of private forest owners: amenities, environmental protection, social and economic. There were also revealed motivations and objectives of state forest managers as follows: societal, environmental protection. Found motivations and objectives were compared between state forest managers and private forest owners.
