Recent problems of territorial planning in Lithuania

The article aims to discuss the system of the territorial planning documents (projects) in Lithuania as well as to define existing problems. It is important to analyse and discuss the general territorial planning system in Lithuania in order to be able to identify problems. The principal specific purpose of land use will mean the principal direction of land use determined by natural characteristics of the territory, traditional human activities and the need for socio-economic development stipulated in the territorial planning document and determining the conditions of planning this type of territory and land use. Land parcels are formed in the territorial planning document, necessary procedures concerning document management are being carried out and later land parcels are registered in the Immovable Property Register.The principal specific purpose of the use of a land parcel (defined in the Immovable Property Register) will determine the type of the territorial planning document. Analysis revealed the main problems: the long time of the coordination of the issuing of planning conditions and the prepared territorial planning documents (projects), intentional and unintended violations over the issuing, coordination and inspection of planning conditions, the shortage of publicity when preparing projects and the shortage of the control over the planning process. Those are the problems having negative impact on the territorial planning process. The implemented project „Development of electronic services in the process of the preparation of land use planning documents“ will create conditions for the consolidation of the activity of all institutions participating in the process of land use planning into one united information system.
