Abstract: In order to guarantee a proper use of land one confronts with various difficulties. The investigation was carried out in order to determine problems occurring while fulfilling land use in Kaunas County. General requirements on the proper land use and its protection are defined in legal acts. In order to guarantee the proper land use and its protection, the state has defined general responsibilities and obligations that should be obeyed by all land users. The state should carry out the practical implementation of these requirements according to its competence through self-governmental institutions. Legal acts regulating the fulfilment of the state control over the use of land as well as the accounts on the control fulfilment activity over the Land Management Department of the Kaunas County Governor's Administration and the National Land Service under the Ministry of Agriculture have been analysed during the investigation. It is likely that after the solution of these problems realization of control will become more useful
