One of the major distinctions of Lithuanian horticulture in comparison with Western Europe countries is lack of integration of producers, not allowing to concentrate the supply of production and to use intended EU financial support for the sector development. In the long term it can become the essential factor limiting competitiveness not only in external but also in internal market. The principles of development techniques, assessment and implementation control of producer organisations operational programs are given in this article. They make the methodological basis for preparation by fruit and vegetables growers to use measures of EU market organisation, to stimulate association of fruit and vegetables growers in the producer organisations.
