Abstract: It has been noted in the paper that there are no such local authorities in Lithuania which basis are local communities. The establishment of such communities which takes part at present, is being evaluated as a means to involve citizenry to the solution of public matters. It has been maintained in the paper that small political communities are established in Lithuania because public interest is emphasized and not emotional, moral relationships, moral values and the spirit of solidarity.
