Land is a part of an economic potential system and a foundation of human life. It is a special object of ownership. Ownership of land can be one of the main conditions to start and develop business as well as one of the preconditions to undertake economic activity. The Constitution generates an opportunity and a requirement to regulate the relationship with regards to acquisition, exploitation, and transfer of land as a special object of ownership (and as a condition of running business as well as a precondition of the performance of economic activity) by means of legal acts in such a way as to prevent from the formation of any preconditions that might affect land as a valuable thing protected and secured by the Constitution and might violate other Constitutional values.
