Abstract (en)
Embezzlement can be fundamentally described as an internal form of corruption and examples may be found across a wide range of countries at various levels of development. This form is different from other forms of coruption. Usually, traditional forms of corruption require the involvement of a client in a deal that creates a situation or demand for the deviant behaviour. In short, we can say that an external "bait" must exist either in the form of the client's offer to pay or in the form of an official desire to deliver a corrupt service. In the case of embezzlement, a public official benefits himself through harming his emplyer.
