The paper discusses staff management characteristics under the conditions of a rapidly changing environment. Management of the staff by self-management development is considered as an opportunity for the human capital improvement in an organization. It is suggested to form a strategic preparation of an organization, which promotes its competitive advantage and the growth in a dynamic environment, by combining conventional centralized management elements with those of self-management.
