Abstract
This paper deals with a topic neglected for a long time, but brought back into the scene in the last years: involvement and participation of teachers and trainers in policy-learning processes during reforms in transition countries, as a mean to ensure sustainability and appropriate focus of the reforms in VET. Looking to the failures generated by policy copying in different countries, and questioning some aspects of current EU policy frameworks for VET and teacher training, the authors develops an argument that shifting the focus towards learning and development processes and with an emphasis on local and individual ownership of education reforms is the way to move ahead and create real changes at systemic level.
