The principles of staff organization at Kaunas local government in the times of the First Republic of Lithuania were not consummated. The legitimate administrative basis created by the initiative local government was constantly corrected because of the changeable needs and resources or dictate of the central government. Therefore, we may talk only about the formation of the staff organization contours. As there were a lot of volunteers to work at the local government of Kaunas, pasting was changed into the competitions to take the position. Good health, intelligence, work experience, knowledge of law and from 1928 good knowledge of Lithuanian were the most important criteria of selection. On the other hand, the subjective attitudes of the heads of the department were also important. They usually were in charge of arranging the competitions and making final decisions about the candidates. The new employees of the local government gained a variety of social guaranties: salary, medical care, vacation, pension and a number of compensations. The office was strictly centralized. Moreover, the legislation regulating work emphasized unconditional jurisdiction of the officers to their immediate superior and personal responsibility. It should also be noted that the disciplinary statutes of the officers were regulated in greater detail than the process of the work itself.
