Abstract
The study aims to analyse the improvements to the Lithuanian civil service system through examining reform projects, improvement choices and their implementation measures, attitudes towards reform projects and the methods and measures applied in their implementation. The major focus of the study is the projects on senior civil service model and attitudes towards/ on the purposes of senior civil service and its role in strengthening top-level management within the civil service. Throughout the chapters of the study the authors mainly focus on two major aspects. First, they provide general overview of building and improving the civil service system and the nature of its contexts, choices of means and measures of reform, attitudes of civil servants, politicians and civil service practitioners towards these means and measures, as well as the need, prospects and problems of civil service improvement (chapters 1-4). Study then turns to the analysis of the objectives for senior civil service establishment and the attitudes regarding these objectives (chapters 5-7). Building on the public service bargain theory and bargain typologies (competence, reward and loyalty bargain), chapters 6 and 7 discuss preconditions for establishing and successful functioning of senior civil service system in Lithuania as well as analyse conditionality and risk factors in selecting the very model for senior civil service. The study is based on empirical data collected in 2010-2011 and 2013-2014, under the projects funded by the Research Council of Lithuania. Mokslo studijoje, daugiausia remiantis 2011–2014 metais atliktų apklausų ir interviu su valstybės tarnautojais duomenimis, yra nagrinėjami Lietuvos valstybės tarnybos sistemos tobulinimo sumanymai, sprendimai dėl konkrečių tobulinimo priemonių, požiūriai į pertvarkų įgyvendinimą. Didesnis dėmesys studijoje skiriamas aukštesniosios valstybės tarnybos modelio sampratoms ir požiūriams į numatomą aukštesniųjų vadovų vaidmenį, stiprinant aukščiausią vadovavimo grandį valstybės tarnyboje, atskleisti. Empiriniai duomenys studijoje analizuojami pasitelkiant valstybės tarnybos (viešosios tarnybos) sandėrių, kontraktinio valdymo, žmogiškųjų išteklių valdymo, viešosios vadybos kontekstų ir kt. teorines perspektyvas.
