Abstract: Changes in agriculture and rural development, along with the vast majority of observed changes within the management processes, depend on the aims and objectives of these processes. Lithuanian and EU strategic documents and related to them agricultural and rural development legislation as well as documentation describe agriculture as one of the priority sectors and highlights its importance in economic, social, environmental, ethnic and cultural points of view. This is reflected in the European Commission – Europe 2020 Strategy where agriculture plays an important role. Administrative institutions are obliged to adapt to the changes that have been taking place. This article considers the elements and objectives of the Lithuanian agricultural and rural development administration system
