Pirmininkavimo Europos Sąjungai institutas: iššūkiai Lietuvai 2013 m. Užsienio reikalų ministerijos atvejis

2013 m. Lietuva pirmininkaus Europos Sąjungai. Pirmininkavimo institutas yra menkai ištyrinėta sritis, kuriai teoretikai skiria nepakankamai dėmesio, todėl šis darbas yra visiškai naujas bandymas atskleisti pirmininkavimo instituto vystymosi raidą Europos integracijos teorijų kontekste. Analitinio tyrimo rezultatai leidžia teigti, kad pirminikavimo instituto raidai didžiausią įtaką padarė federalizmas (tikslas), funkcionalizmas ir iš jo kilęs neofunkcionalizmas (forma). Darytina prielaida, kad šios Europos integracijos teorijos vienaip ar kitaip įtakojo patį Europos integracijos procesą, o likusios darbe analizuojamos teorijos yra išvestinės, gavusios impulsą iš natūralių integracinių procesų, bet ne atvirkščiai. Darbe pateiktas pirmininkavimo instituto raidos kompleksiškumas yra fenomenalus Europos Sąjungos studijoms, nes tai bene daugiausiai evoliucionavusi Bendrijos sritis: nuo formalaus techninio vadovavimo posėdžiai iki tapsmo Europos Sąjungos varininku viduje ir jos veidu išorėje. Teigiama, kad šalis tol netampa pilnaverte Bendrijos nare, kol neišlaiko pirmininkavimo Europos Sąjungai egzamino. Po pirmininkavimo išnyksta atskirtis tarp „jų“ (Bendrija) ir „mes“ (šalis narė). Vieningai sutinkama, kad pirmininkavimas yra milžiniškas iššūkis, todėl jam turi būti tinkamai pasirengta, nes tai ne tik pareiga ir atsakomybė, bet ir šalies prestižo klausimas. Lietuvai pirmininkavimas Europos Sąjungai – beprecedentis įvykis, kuriam pradėta rengtis 2006 m. Lietuvos Respublikos užsienio reikalų ministerija yra mūsų šalies atstovas santykiams su užsieniu ir Europos Sąjunga, todėl ministerijai pavesta koordinuoti Lietuvos pasirengimo pirmininkauti ES procesą. Kadangi pirmininkavimas ES Lietuvai yra nepatirtas procesas, atlikta kitų Europos Sąjungos valstybių patirties analizė rodo, kad didžiausias dėmesys turi būti skiriamas personalo politikai. 2009 m. pabaigoje įsigaliojusi Lisabonos sutartis gerokai pakoregavo pasirengimo pirmininkauti planus užsienio reikalų srityje. Lisabonos sutarties įsigaliojimas palengvins pirmininkavimo keliamus uždavinius, tačiau jau dabar aišku, kad susilpnins šalių narių įtaką formuojant bendrąją užsienio ir saugumo politiką. Nors dar per anksti vertinti, tačiau iš turimų duomenų galima daryti prielaidą, kad Lietuva esamoje situacijoje pirmininkavimui ruošiasi adekvačiai.
In 2013 Lithuania will take over the Presidency of the European Union. And in this case it is essentially important to analyze the institute of the presidency. These theses are a very new approach towards the inside analysis of the evolution of the presidency in the connection with the theories of the European integration. The analysis lets us to make a conclusion that the most influential theories towards the institute of the presidency were federalism (a goal), functionalism and neofunctionalism (a form). Also we could make a presumption that these theories had a direct impact on historical European integration. Other theories mentioned in the theses are premised to be derivative from the natural processes of the European integration without a direct influence on integration itself. There is shown in details a complexity of the institute of the presidency which is phenomenal for the discipline of the studies of European Union because of its striking evolution: from formal technical chair to the pilot of the European Union policy and its face outside the Community. For Lithuania it is going to be a great challenge. It is told that you cannot be a real member of the Community till you had not chaired the Union. Lithuania is a country with great ambitions and that is why it started the preparation process in 2006. After a few changes there was developed a model of the preparation in which a coordinating role goes to the Lithuanian Foreign Ministry. There was a made a research of the practices of the EU member states which showed that the most important task in preparation process is personnel policy. In nowadays Lithuania is not prepared for the presidency but still has three years in advance. Experts say that Lithuania is preparing adequately in the situation but in a few cases it is premature taking into account changes made by Lisbon Treaty after it came into force in the end of 2009. Lithuania as the EU member country meets very seriously the Union’s engagements and while presiding the EU will try to show that it is mature and deeply integral part of the Community.
