Lithuania Knowledge society and the permanent change of labor market needs in Lithuania determine (in this case) the increasing need for the ICT skills and competencies. The demand for digital literacy is stimulated by the increasing role of ICT in teaching and learning process i.e. the speed of information transmission is becoming higher and the access to information is getting better. Thus ICT becomes an essential part for development of teaching and learning process. ICT skills' and competencies' needs are also emphasized by the Lifelong Learning Memorandum (2001) that puts digital literacy among the basic competencies important for the work of high quality in the knowledge based society. Niemi, Karjalainen (2003) notes that ICT may radically change education, open new teaching possibilities and increase opportunities for individuals and especially for teachers to acquire new competencies.In this article using theoretical (analysis of documents and statistical data) and empirical (questioners) research methods, the existing situation of ICT development and its implementation in Lithuanian education system is presented. The article discusses the problem that there is no evident research data regulating and determining what ICT competencies are necessary for teacher to assure smooth integration of ICT in education system.
