Public projects of rural communities are being prepared and implemented in order to create social benefits for rural society – to improve living and working conditions in rural areas and to protect the environment. Every financial option must be evaluated and substantiated before the right investment decision is made. The evaluation of public projects is complicated by a complex evaluation of social benefits for the society. The method of cost-benefit analysis is used for evaluating public projects of rural communities. This article reviews problematic questions of public projects’ evaluation raised in scientific literature, provides the methodology of cost- benefit analysis and evaluates investment options for public projects of rural community.
