SUMMARY During the political and economic changes of Lithuanian system the institutions of public social welfare services, which were administered by Government Administration, gained more freedom in their discretion. However, some things have not changed, such as an old attitude towards employees, worn out management position. It is very difficult for the society to transform, since it has used to old, soviet methods of working. Various researches, which were conducted by different authors, show that employees themselves determine a successful realisation of tasks and goals; therefore only using adequate Human Resources Management is possible to create such system, where both management’s (administration) and employees’ needs are met and ascertains accomplishment of the risen tasks and aims of the organisation. Currently, Social Welfare Services of Lithuania are at the point of the development and a rapid growth. There are essential performs ongoing at the Institutions of Social Welfare Service – reductions in quantity of the residents, the present living conditions are being improved, the structure of the staff is being reconstructed as well. In reality, there are often detected an ineffective solutions of Human Resources Management problems in practice of Institutions of Social Welfare Services as well as incompetence, inability to achieve the risen tasks, goals and expectations of their clients. This shows, that the problems of the public organisations of Social Welfare Services are not completely sorted out. The subject of this essay is topical, because the strategic approach to the Human Resources Management is obtaining bigger importance in such organisations. One of the most important issues, which determine a success of the organisations, is the use of an effective Human Resources Management. Human Resources Management helps every executive manager to review the manner of the practice and to develop better staff managing methods, as well as assuring that there is right collection of the employees having qualification and competency, who are aimed to assure that needed quality of care is provided to the mentally disabled people, because the personnel determines a successful functioning of the residential care houses (pensions), moreover accommodating to the needs of the residents. Human Resources Management involved in creation of strategic plans and mission improves services and practice of the Social Welfare organisations; and creates such culture of the organisation, which welcomes innovations and flexibility. There is not much experience and not enough knowledgee about the theories and practices of strategic Human Resources Management of Social Welfare services personnel, used in residential houses, where mentally disabled people reside, of foreign countries. Therefore it is important task for these Social Welfare Service organisations to make a framework of recommendations how to create Human Resources Management strategy. This is complicated task. It requires making decision in such Human Resources Management areas as recruitment planning - how many needed, screening and selection. Later has to be considered employees’ development, training, refresher courses, salaries, career opportunities, promotions, and motivations. It is very important to formulate right staff training conception, which assures, first concern, employees’ qualification and required individual characteristics development. This is influenced by culture of the organisation. An organisational culture is significant factor in successful staff developing. In pension (residential houses) of District of Panevezys, strategic Human Resources Management should be associated with strategic plans and mission of the organisation, so that the work results of the pensions could improve and innovations and flexibility would be welcomed. Essay object: The Personnel of the residential houses of Panevezys District. Essay aim: Characterize the Human Resources Management (HRM) experiences in the residential houses of Panevezys District, and formulate strategic HRM suggestions, highlight related problems and to define possible solutions. Essay tasks: Analyse theoretical basics of strategic management; Evaluate structural changes of HRM of the residential houses of Panevezys District. Identify strengths and weaknesses of workforce management using surveys. By using chosen methods represent the analysis of the survey results and suggest recommendations for formulation of personnel management strategy.
