Society’s attitudes towards children have undergone major changes throughout this century. For a long time it was clear that children are vulnerable and need special protection from parents and society. Only recently children were recognised as legal subjects and bearers of rights. The wast number of various international documents is the evidence of the changing attitude towards children and childhood policy as well as the atitudetowards child as an individual, having fundamental rihgts and beeing a citizen. Achieving an effective spread, conception and prevalence of the child rights in pre-school institution it is important to warrant strong leading skills and the most important requirements to leaders and pedagogues. Recently the role of the leader of the pre-school institution in the process of society democratization has not lost it meaning, but developed into a new level. Currently the leader is not only a studious minister but also a political undertaker of the institution and a guarantor of the successful activity of his team. The success and effectiveness of the institution activity depends on proper management:planning, organizing, management and control. Pre-school institution management is a particular type of professional activity the aim of which are optimal results achieved rationally using material, humane, financial resourses, applying various principles and functions. Pre-scool institution leader must be a good strategist:foresee the vision and mission of the institution, be able to make situation analysis, foresee the essential activity plan, coordinate, prompt, teach, constantly rise the qualification of employees and himself, deal with conflicts, be able to manage stress, control, etc. A perfect pre-school institution pedagogue is loving children, tolerant, moral, spiritual, intellectual, the one understanding the meaning of the pedagogical activity, understanding the educate, acknowledging him as a personality... The aim of the research was to clear out the attitude of pre-school educational institution directors and pedagogues towards the existence, development, protection, participation rights of children, similarities and differences and to reveal the factor conditioning attitudes of directors and pedagogues educational institutions. For this purpose the research was made in Vilnius city and Vilnius region in order to evaluate the of keeping/violating rights of the child in pre-school institutions. 80 Vilnius city and 20 region insitutions were investigated. 664 investigatives were questioned during the research (571 mentor and 93 directors of pre-school institutions). They are the people of different ages, nationalities, education, the same sex, living in Vilnius and Vilnius region. The aim of research was to research the attitudes of leaders of the city and region pre-school institutions regarding guarantees of the child rights in educational institutions, and to compare them with the ones of pedagogues. The thesis is made of 4 sections.It was analized the literatich’s positions:in lithuanian, english and russian languages. After the research it was clear that the attitude of pre-scool educational institution directors and pedagogues towards the existence, development, protection and participation of children differs more often and coincides only occasionally, moreover, the factors influencing attitudes of mentors and directors regarding the child rights were depicted and compared. The further analyzed data could be used in writing further scientific research.
