Alkoholinių gėrimų pirkimas ir vartojimas sulaukus 18 metų, taip buvo priimta mūsų visuomenėje. Buvo priimtas naujai įsigaliojęs įstatymas, kuris be jokių išimčių uždraudė asmenims sulaukusiems pilnametystės, bet dar neturintiems 20-ties metų amžiaus įsigyti ar vartoti alkoholinius gėrimus. Taigi šiuo magistriniu darbu siekiama atsakymo į klausimą ar draudimas jaunesniems nei 20 metų asmenims įsigyti alkoholinius gėrimus nepagrįstai neapriboja veiksnių asmenų teisių?
The birth date in a person's document indicates that you are an adult person, however, nowadays is the question whether you really are such. Starting from January 1stthis year there has been much discussion about the newly introduced amendment to Paragraph 3(5) of Article 18 of the Law on Alcohol Control. The law, which prohibits the persons under the age of 20 years from acquiring alcoholic beverages, has a lot of dissatisfaction from the persons over the age of 18 due to their limited rights. The purchase and consumption of alcoholic beverages at age 18 has been accepted in our society. Yet the persons who govern the state of Lithuania and our society decided to take the most stringent measures to combat alcoholism, especially among young people. On this basis, a newly enforced law has been passed, which, without exception, has prohibited persons who have reached the age of majority, but who have not yet attained the age of 20, to buy or consume alcoholic beverages. Public responses were, as expected, of two kinds, some people meant dissatisfaction, while the others considered changes in the law to be positive. Therefore, this Master's thesis seeks to answer the question, whether or not, the prohibition to persons below the age of 20 years from acquiring alcoholic beverages unreasonably restrict the rights of individuals?
