Some group of persons are more attractive target for criminals due to their physical or/and mental weakness. The aim of the research is to conduct analysis the laws of the Republic of Lithuania on the of protection of disabled persons who became victims of criminal offences. Disability is the one of main fac-tors, which directly has impact on them, when accessing to justice - especially during pre-trial investigation stage of criminal procedure. The author of the research paper is going to focus on disabled persons' access to justice during one of the main stage of criminal procedure - pre-trial investigation. The mentioned issue points out the main objectives of the research: 1. To describe disabled persons. 2. To analyse international and national laws on protection disabled persons as victims of criminal offences in criminal procedure. 3. To identify the issues related to disabled persons' access to justice, namely in a criminal procedure. 4. To propose suggestions, which could improve protection of the rights of disabled persons in criminal procedures.
Šio straipsnio autorius tyrimo objektu pasirinko asmenų su negalia teisių apsaugą baudžiamajame procese. Remiantis statistiniais duomenimis apie 10 procentų Europos Sąjungos piliečių yra pripažinti neįgaliais. Ši asmenų kategorija yra ypač pažeidžiama įvairiose gyvenimo srityse, taip pat ir baudžiamojoje justicijoje. Taigi, tinkama socialiai pažeidžiamų asmenų teisių apsauga baudžiamajame procese yra vienas šiuolaikinių demokratinės valstybės uždavinių. Siekdamas tyrimo tikslo autorius apžvelgia neįgalaus asmens sampratą tarptautiniuose ir nacionaliniuose teisės aktuose, jo teisių apsaugą baudžiamajame procese. Atsakydamas į tyrime iškeltą klausimą, ar tiriant nusikalstamas veikas, kuriose nukentėjusiuoju pripažintas neįgalus asmuo, yra deramai užtikrinamos ir efektyviai ginamos tokio asmens teisės, tyrimo autorius, atlikęs teisės aktų analizę, konstatuoja, kad socialiai pažeidžiamų asmenų teisės ir teisėti interesai baudžiamajame procese ginami nepakankamai.
2019 rugsėjo 19-21 dienomis Kaune vyko 15-asis tarptautinis kongresas „Kriminalistika ir teismo ekspertologija: mokslas, studijos, praktika", organizuotas Lietuvos teismo ekspertizės centro kartu su Lietuvos kriminalistų draugija bei Mykolo Romerio universitetu. Išleistas dviejų tomų recenzuotas mokslinių straipsnių rinkinys
