Human resources are one of the most difficult elements of competitive, also it is one of the biggest asset of the organization, therefore it is necessary to understand that it is not enough to have the necessary human resources for the organization. Efficient management of the human resources is a vital in achieving organizational objectives and benefits for each individual, organization and society. It is necessary to understand, systematically and strategically manage human capital. As an institution which will have a unique and difficult replacement of human resources will remain competitive and successfully realize already set itself goals and objectives. According to the Harvard model of human resource management has been identified the main criteria which helped to identified human resource management efficiency in Kaunas and Raseiniai municipalities. Also it helped to find out the main obstacles that hinder the effective implementation of local government human resource management.
