Abstract

Dainius Žalimas – professor of constitutional and international law. Dean of the Faculty of Law at the Vytautas Magnus University (Kaunas). Head of the Law and Democracy Center (Justice Hub for Belarus). Member of the European Commission “Democracy through Law” (the Venice Commission). Former judge (2011-2021) and the President (2014-2021) of the Constitutional Court of the Republic of Lithuania. In 2005-2011 – Member of the Permanent Court of Arbitration. In 1998-2011 – Legal Adviser to the Minister of National Defence of the Republic of Lithuania; in 2001-2011 – the Chair of the National Commission on Implementation of International Humanitarian Law under the Ministry of National Defence of the Republic of Lithuania. In 1996-2019 – lecturer, associate professor, professor at the Vilnius University. In 2001 received doctor’s degree (Ph. D., Law, Social sciences) from the Vilnius University. Awards: in 2018 – the Grand Cross of Commander of the Order of Lithuanian Grand Duke Gediminas (of the Republic of Lithuania); in 2016 – the “Order of Honour” (of the Republic of Moldova). Author or co-author of more than 10 books on public international law and constitutional law, more than 150 scientific articles and more than 70 other articles published in different journals. In 1991 participated in the defence of the Republic of Lithuania from the Soviet aggression.
