    The aim of this article is to share information about importance of the open access to scientific publications and to examine the problems and possibilities related to the access of scientific publications in Lithuania. An investigation described in this article proves that majority of Lithuanian scientific production is not accessible to scientists of this country via subscribed databases that are available in Lithuania. In addition, most of publishers have their official statements on open access and allow scientists to put their articles to open access repositories with or without any specific requirements. An overview of the strategic recommendations prepared by the most key European scientific policy institutions which could be adopted for development of Lithuanian research, dissemination as well as application of the scientific results is also provided in the article.

    The article presents the stages of the experiment planning that are necessary to ensure the validity and reliability of it. The research data reveal that doctoral students of Educational Research approach the planning of the experiment as the planning of the whole dissertation research; and the experiment as a research method is often confused with the quasi-experiment, subordination, or action research.

    The article grounds the structure of the external evaluation of colleges at the level of the non-university higher education sector, and it reveals the problems met in this process as well as possibilities for their solution: the phenomenon of the external evaluation of colleges is discussed and its concept is presented; the external evaluation process of the European higher schools is analysed and its stages are described; the problems and possibilities for their solution in the external evaluation of Lithuanian colleges are presented in the views of those participating in the evaluation.
