Abstract: In the result of provided research of Copyright Policies of various universities, Zwolle principles, state copyright legislation and institutional rules for graduate works preparation in various studies institutions of Lithuania it was created managerial model for ETD’s of graduate and research works and its metadata preparation, input, checking, uploading and processing to be guarantied its convenient search and presenting to end-users according restrictions, fixed in license agreements. On the base of this research it was prepared and adopted by Minister of Education and Science recommendations for improvement of institutional regulations to be guaranteed quality and copyright preservation of graduate and research works, adopted and additionally created software, necessary for realization of these regulations
