Abstract: The present research is based on the analysis of educational resources (human, financial, and material) and their use for the education of schoolchildren with special needs in comprehensive schools. The theoretical first and second part of the research analyses government documents (the Law on Education of the Republic of Lithuania, the Law on Special Education of the Republic of Lithuania, the guidelines of education in Lithuania in 2003 – 2012, the sponsorship documents referring to special education of schoolchildren, and others) as well as works of famous Lithuanian scientists such as Želvys, Galkienė, Adomaitien��, Ambrukaitis, Ruškus that have performed research in the field under investigation. The research focuses on the teachers that work with schoolchildren with special needs, their qualification refreshment, demand for specialists (speech therapists, typhlopedagogues, special teachers, and others), financial problems, material resources. The thesis introduces works of foreign scientists (Gray, Jenkner, Kaufman, Fletcher-Campbel and others), shows the experience of such countries as Bulgaria, Island, Poland, Luxemburg, Great Britain, France, Romania, and others. The object of the research is educational resources and their use for the education of children with special needs in comprehensive schools. The aim of the research is the evaluation of educational resource formation and use organizing special help in comprehensive schools in Utena region. The objectives of the research are as follows: 1. The research of scientific, judicial, methodological and statistic literature; 2. to investigate how comprehensive schools form and use educational resources intended for the education of schoolchildren with special needs; 3. to analyse the ratio between the system of supply with educational resources and the efficiency of the organization of special education; 4. to define whether available educational resources meet the demands of special education in comprehensive schools. The research methods: 1. analysis of scientific (management, pedagogical, and psychological) literature and documents; 2. questionnaire survey of school leaders; 3. mathematical - statistical analysis of the data applied for data processing, etc. The base of the research: comprehensive schools in Utena region. The thirst part of the thesis describes researches carried out in comprehensive schools in Utena region in 2004 – 2005. The research includes 61 comprehensive schools in five districts and one town. Applying different research methods, the data was collected on the use of educational resources for education of schoolchildren with special needs (about 2030 schoolchildren which makes 9% of all schoolchildren from comprehensive schools of the region). The research of scientific, judicial, methodological and statistic literature shows that there is no proper model of financial funding in Lithuania, which would ensure egual possibilities in education system. Progressive viewpoint at the re-integratio of children with some disabilities into regular class, with their contemporaries, is limited by the judicial regulations, which do not allow to use the funding of special educationfor the needs in secondary schools. The results of the survey shows that the number of children with special needs is increasing in the district of Utena, but because of lack of special pedagogical help, such children leave school early, do not want to get secondary education. The needs of disabilities they have, but research shows that scool principles use funding not quite well, especially the money for every child, which should be used for organizing special education, do not pay attention to the recommendations, do not forsee the funding for organizing special help. Most headtheacher point out, that they get some extra money for organising special education, but nobody gives exact resource. The results of the survey let us acknowledge that headteachers see the drawbacks in organizing educational process, admit that social environment in their schools is not as it should be, but due to lack of funds, they do not require any ne specialists. The biggest attention is paid to teachers' qualifications. Giving money for this purpose serves as means of stimulation or award.
